HomeMy WebLinkAbout95-055 - Grant Award Agreement to the Office of Criminal Justice PlanningL79 RESOLUTION NO. 95-055 REL: 8/25~5 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA AUTHORIZING THE CHIEF OF POLICE TO SUBMIT A GRANT AWARD AGREE- MENT TO THE OFFICE OF CRIMINAL JUSTICE PLANNING FOR THE STREET TERRORIST OFFENDER PROGRAM II WHEREAS, the City Council of the City of Santa Ana desires to undertake a certain project designated the Street Terrorist Offender Program II to be funded in part from funds made available through the Gang Violence Suppression Program administered by the Office of Criminal Justice Planning (herein-after referred to as OCJP); NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA that the Chief of Police of the City of Santa Ana, California is authorized on its behalf to execute the attached Grant Award Agreement including any extensions or amendments thereof. BE IT FURTHER RESOLVED that the applicant agrees to provide all matching funds required for said project (including any amendment thereof) under the Program and the funding terms and conditions of OCJP and that the cash match will be appropriated as required. IT IS AGREED that any liability arising out of the performance of the Grant Award Agreement, including civil court actions for damages, shall be the responsibility of the grant recipient and the authorizing agency. The State of California and OCJP disclaim responsibility for any such liability. BE IT FURTHER RESOLVED that grant funds received hereunder shall not be used to supplant expenditures controlled by this body. PROGP~AM DESCRIPTION STOP II will impact gang-related criminal activity in the target neighborhood. Two gang investigators will work in partnership with probation, prosecution, the School District, and the CBO Shortstop to reduce gang-related crime and prevent at-risk youth from entering the gang subculture. 8. PROBLEM STATEMENT Santa Ana gangs generate 75% of gang-related crimes in Orange County. Based on the experience and expertise of the Santa Ana Gang Unit, Santa Ana gang members c0a~it approximately 80% of all the crimes that occur in Santa Ana each year. In the earget area alone, that amounted to three h~micides, 123 robberies, 67 felony assaults, and 41 weapons law violations in 1994. STOP II will target 11 hardcore gangs and 975 hardcore gang members in the target area, which is located in the geographical center of Santa Ana. 9. OBJECTIVES 1. Establish specialized gang violence suppression unit (assign 2 investigators). 2. Arrest ar~ prosecute 30 hardcore gang members from the target area. 3. Attain a 20% clearance rate on approximately 700 reported gang crimes. 4. Idenify two new ga~_s and 100 new gang members, six crime p?tterns and 50 investigative leads. 5. Support b~rEP Act enhanc~nents durir~ gang crime prosecutions. 6. Coordinate with other agencies by attending regular, formal meetings. 7.
