A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA APPROVING A MITIGATED
NEGATIVE DECLARATION AND A MITIGATION
MONITORING PROGRAM FOR THE NORTHGATE
MARKET PROJECT
