The m~eeting was called to order at 7:30 p.m. Roll call was answered by
Coun,cilmen Hubbard, Schlueter, Gilmore, Brewer, and Mayor Hall2 Following
the Pledge of Allegiance tothe Flag, the Invocation was delivered by the
Rewerend John H. Allen, Minister of Visitation at Spurgeon Methodist Church.
MII~UTES APPROVAL
On motion of Councilman Hubbard,

minutes of the regular meeting held
February 18, 1963.
BID AWARD - WATER VALVES On motion of Councllm-n Hubbard, seconded
by Councilman Brewer and carried, Council
received and ordered filed a report of
bids received for the furnishing of but-
terfl~v valves for the municipal water system; found that the two lowest of the
three bids did not meet specifications; ordered that all bids be rejected; and
authorized purchase of the valves on the open market.
HEARING- GOTTLIEB Mayor Hall opened the hearing on Amend-
AMEND. APP. ~30 ment Application ~30 for the reclassi-
fication of property on the north side
of Brook Street, east of Bristol, from
R 1 and C 5 Districts to the R 3 District. Council heard testimony from Albert
Gottlieb, applicant. There being no further testimony, the hearing was closed.
It was moved by Counc~m-n Hubbard, seconded by Councilman Gilmore and carried,
that Council approve the reclassification and instruct the City Attorney to
prepare an appropriate ordinance according to Exhibit AA 430-A.
HEARING - ZONING The Mayor opened the hearing on a Zoning
0NDINANCE A~NDMENT Ordinance Amendment relative to building
heights in the R-~ zone proposed by the
planning CcmmXssion in Resolution No.
5601. There being no response to the Mayor's call for testimony, the hearing
was closed.
It was moved by Councilman Hubbard, seconded by Councilman Brewer and carried,
that the Council approve the proposed amendment and instruct the City Attorney
to prepare an appropriate amending ordinance.
O~HEARING - HARBOR AND The Mayor opened the hearing on the pro-
· EDINGER EAST ANNEX posed ~nnexation of territory designated
"HARBOR .AND EDINGER EAST A~N~." The
Clerk reported that proper notice of the
hearing was published and mailed as required by law and that evidence thereof wes
on file. The Clerk reported that a written protest had been received from the
owners of Brookhurst Farms, Inc., representing 17% of the total land valuation.
Albert B. Boggs, 12042 Edinger, answered the Mayor's call for testimony, and
presented a protes2 petition signed by nine property owners. On motion of Council-
man Brewer, seconded by Councilman Hubbard and carried, the protests were received
and referred to the staff for investigation and report later in the meeting.

The City Attorney later reported that the petition, if signatures were properly
verified, together with the protest letter of Brookhurst Farms, Inc. would
represent 66.14~ of the total assessed land value of the proposed annexation.

CROSSING GUARD Council heard a report from the City
17TH AND SPURGEON Manager relative to the Staff invest-
igation of a request for an adult cross-
ing guard at the intersection of 17th
and Spurgeon Streets. The staff reconmaendation was for denial of the request
inasmuch as the number of children crossing did not meet the warrants establish-
ed for a guard. Mrs. L. J. Johnson, 1603 North French, submitted a list of 33
children living in the area in question and stated the Board of Education had
refused to transfer the children to Jefferson School.
It was moved by Counci!~u Brewer seconded by Counc~lm~u Gilmore and carried,
that the information in the staff report be presented at the next Board of
Education meeting with a request that the children be transferred to Jefferson
School.
TRASK STRmm%' Council heard a report from the City
CUL-dE-SAC Manager of the staff's investigation of
a request for a cul-de-sac on Trask
Street. It was the finding of the staff
that the City could not completely close off the street since the access to
the riverbed belongs to the Flood Control District which insists upon contin-
nation of its use.
The Council concurred with the Manager's recommendation that the cul-de-sac
b® installed and that the Flood Control District be requested to install a
gate and lock across its twenty-foot easement in order to eliminate unauthor-
ized use of the access.
SOLICITATION REQUEST - On motion of Councilman Hubbard, second-

The City Manager reviewed for Council the findings of a staff investigation
of the intersection and requests and reported the following corrective measures
have or will be taken:
Improved vision by clearing trees, installation of crosswalks, speed
limit signs, enforcement of limited truck parking on Trask Avenue, warning
signs to approaches of Fairview Street North and South of the intersection
with Trask Avenue, and installation of a mercury vapor lamp at this site;
stop ahead signs and improved stop signs on approaches of Trask Avenue by
Santa Aha and Garden Grove; clearance of sand from the Southwest corner of
this intersection, and continued maintenance; a study of the intersection
of Falrview Street and Trask Avenue to determine if a signal is warranted;
serious consideration for inclusion in the 1963-64 budget of four lanes
for Fairview St.; cross gutters recently completed on Trask Avenue; and
~m~vement and maintenance of shoulders on Fairview Street.
Council then heard protests and comments from William Spencer, 2229 N. Arden;
Robert Rinehart, Pastor of St. Luke's Presbyterian Church; and Viola Allenby,
213~ N. Potter.
It was moved by Counci~m~n Brewer, seconded by Councilman Gilmore, that a
four-way stop be established at the intersection of Fairview and Trask. The
motion carried on the following roll call vote:
