HomeMy WebLinkAbout96-075 - Endorsing and Initiating the City's Ev-Ready Community ProgramREL: 7/23/96 RESOLUTION NO. 96- 075 A RESOLUTION OF THE cITY COUNCIL OF THE CITY OF SANTA ANA, ENDORSING AND INITI- ATING THE CITY'S EV-READY COMMUNITY PROGRAM WHEREAS, the city of Santa Ana supports goals, objectives, policies and action programs to protect air quality, enhance energy security, and enhance international competitiveness; and WHEREAS, the overall goal of the EV-READY COMMUNITY .is to lay the infrastructure to enable city residents and visitors to utilize electric vehicles; and WHEREAS, the City of Santa Ana has the opportunity to take a leadership role in the development of advanced, transportation and clean air technologies; and WHEREAS, the Mobile Source Air Pollution Reduction Review Committee (MSRC) of the South Coast Air District intends to allocate funds to EV-Ready Communities for electric vehicle charging infrastructure through the Quick Charge Program; and WHEREAS, the City of Santa Ana wishes to implement an electric vehicle charging infrastructure project; and WHEREAS, The City of Santa Ana is one of nine cities who have already been awarded Combined Transportation Funding Program (CTFP) for this purpose; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA CITY COUNCIL AS FOLLOWS: 1. The City Council endorses and initiates the city's EV- READY COMMUNITY PROGRAM. 2. The City Council authorizes staff to commit participation requirements for MSRC funding, and to READY, by taking the following steps: to minimum become EV- Utilize the latest model Uniform Building Code and National Electrical Code revisions adopted by the State of California, effective August 19, 1996. Maintain existing City ordinances permitting the instal- lation of electric charging facilities. Utilize existing streamline permit process to allow for residential charging equipment installation within 72 243 hours for vehicle purchase or lease. Schedule City Council study session to consider strate- gies to encourage recharging capability be installed in new residential and commercial developments. Incorporate electrical vehicle emergency training in the ongoing training of the City's fire safety personnel. 3. The City Council authorizes staff to utilize a portion of the city's AB 2766 subvention funds as co-funding toward a potential grant award under the Quick Charge Program. 4. The City Council requests staff to report back to the city Council in three months on the progress made to date and to identify future steps to be taken to implement the EV-READY COMMUNITY PROGRAM.
