HomeMy WebLinkAbout96-104 - Amend Resolution Nos. 82-110 and 91-066RESOLUTION 96-104 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA TO AMEND RESOLUTION NOS. 82-110 AND 91-066 TO EFFECT CERTAIN CHANGES TO THE CITY'S BASIC CLASSIFICATION AND COMPENSATION PLANS, AND TO AMEND THE CURRENT ANNUAL BUDGET TO ALLOCATE AND REALLOCATE CERTAIN POSITIONS. WHEREAS, Section 1004, Article X of the City Charter of the City of Santa Ana requires the City Manager to prepare, install and' maintain a position classification and pay plan subject to civil service rules and regulations and with the approval of the City Council; and WHEREAS, on August 2, 1982, the City Council passed and adopted Resolution No. 82-110 revising and re-establishing the Basic Classification and Compensation Plan for all officers and employees of the City of Santa Aha; and on July 1, 1991, passed and adopted Resolution No. 91-066, re-establishing the Basic Classification and Compensation Plan for classes of employment designated as unrepresented Executive and Middle Management; and WHEREAS, on April 15, 1996, the City Council passed and adopted Ordinance No. NS-2283 which establishes the City's budget authorizing position allocations for Fiscal Year 1996-97, and which sets forth the requirement that alterations in the allocations of authorized positions be reviewed and approved by the City Council; and WHEREAS, on October 7, 1996, the City Council approved the terms and conditions of the new Firemen's Benevolent Association Memorandum of Understanding for Fiscal Years 1996-2000 providing for reinstatement of a fire truck company (nine positions) in the Fire Department's Fiscal Year 1996-97 Budget; and WHEREAS, to ensure the City's compliance with the new federal and state minimum wage laws, pay rates for three seasonal part time titles need to be increased; and WHEREAS, periodic review of the Basic Classification and Compensation Plans and the findings from various classification and compensation studies reveal the need to effect certain changes to the Plans and to reallocate certain positions; and WHEREAS, it is now desired to amend Resolution Nos. 82-110 and 91-066 and the Fiscal Year 1996-97 Budget in order to effect these changes. NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA: RESOLUTION 96-104 Page 2 1. That Section 3 of Resolution No. 82-110, as amended, is hereby further amended by: a. adding, in alphabetical sequence, the following classification titles at the monthly salary rate ranges indicated: 6 Step Salary Rate Ranqe Class Title Revenue Processing Assistant Payroll Supervisor (AA-E) Effective 12-1-96 No. (Min-Max) 473 $2097-2676 585 $3622-4624 b. designating the newly created classification title of Payroll Supervisor as Unaffiliated Confidential by assigning the parenthetical identifier "(UC)" after this class title. 2. That Section 3.1 Special Compensation Provisions (applicable to Full-Time Civil Service Employees Only, Unless Otherwise Specified) of Resolution No. 82-110, as amended, is hereby further amended by adding the following pay designation to the list of special pay provisions: "(11) One incumbent in the class of Buyer who, at the discretion of the appointing authority, is regularly and continuously assigned to serve in a "lead supervisory" capacity over employees in the Purchasing Unit of the Administrative Services Division, will be paid an additional ten (10) salary rate ranges (5%) above the current base monthly salary step to which he or she would otherwise be entitled." 3. That Section 3.5.1 Class Titles and Waqe Rates for Seasonal and Other Unaffiliated Cateqories of Non Civil Service Part-Time Employment as amended, is hereby further amended by adjusting the hourly rates for three part-time titles as follows: Classification Title Basic Hourly Waqe Rates Effective 9-1-96 Step A Step B Step C Step D Step E General Assistant $5.15 Sports Attendant I $5.15 Student Intern $5.15 5.40 5.65 6.00 6.25 5.40 5.65 6.00 6.25 5.40 5.65 6.00 6.25 RESOLUTION 96-104 Page 3 4. That Council Resolution No. 91-066, as amended, be further amended by deleting the now obsolete classification title of Payroll Manager (MM). 5. That the Annual Budget for Fiscal Year 1996-97, as amended, be further amended by: a. reinstating two Fire Captain positions at 5 step Salary Rate Range No. 621 and seven Firefighter positions at 5 step Salary Rate Range No. 570. b. reallocating five authorized Police Service Officer positions to the title of Communications Services Officer at 5 step Salary Rate Range No. 526. c. reallocating certain authorized positions to the titles at the 6 step Salary Rate Ranges shown below: FROM Salary T_QO Salary No. Rate Rate of Current Range Reallocated Range POS. That except as amended by this Resolution, all other provisions of Resolution Nos. 82-110 and 91-066, and the Annual Budget for Fiscal Year 1996-97, shall remain in full force and effect. 518 RESOLUTION 96-104 Page 4 7. That except where stated otherwise above, this Resolution shall be operative from and after December 1, 1996. ADOPTED this 2nd day of December , 1996.
