HomeMy WebLinkAbout97-042 - Metropolitan Water District of Southern California307 RESOLUTION NO. 97-042 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA SUPPORTING METROPOLITAN WATER DISTRICT OF SOUTHERN CALIFORNIA. WHEREAS, the imported water supply for the City of Santa Ana is provided by the Metropolitan Water District of Southern California (Metropolitan); and WHEREAS, as a major source of imported water supply .that Metropolitan provides comes from the Colorado River Aqueduct; and WHEREAS, the future need for reliable, high quality water supplies for all of Southern California can only be met by the efficient use of water resources; and WHEREAS, important policies and plans are being formulated which could impact the long-term reliability and cost of Colorado River supplies available to Southern California and the City of Santa Ana; and WHEREAS, one of the policy issues is in regard to the San Diego County Water Authority's proposed water transfer of 200,000 acre-feet per year with Imperial Irrigation District, and San Diego's proposal to use dedicated capacity of Metropolitan's regional delivery system to transport said transfer; and WHEREAS, other important policy issues include determination of reasonable and beneficial agricultural water use, operating criteria for Colorado River reservoirs, quantification of agricultural entitlements, and fair market for water transfers; and WHEREAS, Metropolitan has put forth a proposal for a California Plan that would ensure a full Colorado River Aqueduct maximizing existing supplies, making necessary investments in water transfers and storage, and resolving long-standing entitlement issues; and WHEREAS, Metropolitan's proposal would allow for marketing of water, provided that it does not harm the economy, water reliability, and water quality for Southern California and the City of Santa Ana. NOW, THEREFORE, BE IT RESOLVED that the City of Santa Ana hereby supports Metropolitan's efforts to secure a reliable, low-cost supply for the Colorado River Aqueduct which would avoid serious impacts to the economy of Southern California, and supports a regional solution that will not lead to increases in the water rates for the citizens of the City of Santa Ana. 308 RESOLUTION NO. 97-042 BE IT FURTHER RESOLVED that the City of Santa Ana does not support dedicated capacity of a regional facility, such as the Colorado River Aqueduct, for use by one agency, nor does it support displacing inexpensive water in said aqueduct with more expensive water transfers. BE IT FURTHER RESOLVED that the City of Santa Ama urges that wheeling transactions for water transfers do not result in cost- shifting to the City of Santa Aha or any other water agency in Southern California; that the Governor requests the Department of Water Resources and State Water Resources Control Board to ensure that agricultural water use is for reasonable, beneficial purposes; and that the Department of Water Resources, the California Colorado River Board and the Department of Interior work together to establish operating criteria for Colorado River reservoirs that would provide more certainty of water supplies for California and allow the time needed to develop transfers and storage.
