HomeMy WebLinkAbout98-004 Not Adopted'7 RESOLUTION NO. 98-004 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA SUPPORTING THE IMPOSITION OF A $1.00 FEE BY COUNTY OF ORANGE ON VEHICLE REGISTRATIONS AND RENEWALS TO FUND IMPROVEMENTS TO THE CALIFORNIA IDENTIFICATION (CAL-ID) REMOTE ACCESS NETWORK WHEREAS, pursuant to legal authorization, Orange County operates a County-wide Automated Fingerprint Identification System known as "Cai-ID"; WHEREAS, Cai-ID greatly enhances the County to investigate crimes, efficiently and accurately to identify ( of all police agencies in and victims; WHEREAS, the data submitted by near capacity 2000; Id, uses 16-year the ~ disrepair, is retive in the year WHEF to a User's provides ti supplemented by is funded pursuant and the cities in the County, which 'an earmarked penalty assessment is the County and the cities; WHEREAS, the earmarked penalty assessment generates insufficient revenue to cover the current costs of operating the Cai-ID system; WHEREAS, no funding source has been identified for replacement or upgrading of the current Cai-ID system; WHEREAS, Statutes 1997, Chapter 587, Section 1 gives the Orange County Board of Supervisors the option of implementing in Orange County a $1 per vehicle fee on vehicle registrations, renewals and supplemental applications for app.ortioned registrations; WHEREAS, upon the rec. ommendation of the Remote Access Network Board, in which this city participates, the proceeds of said fee must be used exclusively for the purchase and operation of new Cai-ID automated fingerprint identification equipment to identify individuals involved in vehicle-related crimes and other crimes committed while operating a motor vehicle; S RESOLUTION NO. 98-004 WHEREAS, the Remote Access Network Board has made such a recommendation; WHEREAS, implementation of Statutes 1997, Chapter 587, Section 1 would permit the installation of live scan devices at all booking and arrest facilities in city and county law enforcement agencies, enabling all these agencies, for the foreseeable future, quickly to enter fingerprints into the Cai-ID system so as to identify crime suspects, arrestees and victims; WHEREAS, based on the foregoing, this Council finds that there is a public safety need for imposition Statutes~7 of the fee authorized by , Chapter 587, Section 1 in Orange County; and WHEREAS, Statutes 1997, C~7, Sectio~g~,,~l~ ~;i~hatt(he Orange County Board of Su~ ~sol 'j~ri~ tb"collectidtn of NOW, THEREFORE BE _' cetes its support for the impositi(~ in Or. aj~l~unt~ ~~r.~ffi~ registrations, renewals and ~up4[iL~l[nl~l%pplk:~lEgi'_...IZle.a~portioned registrations, as authorized I~ ~~ 587, Section 1.
