Following the Pledge of Allegiance to the Flag, the Invocation was delivered by the Reverend Carl Berger, Retired, First Presbyterian Church. BID AWARD - FIFTH STREET Council heard the City Manager's request D~MOLITION for extension of time for opening of bids for the demolition of buildings on the south side of Fifth Street between Bush Street and Spurgeon Street. On motion of Coumc~lm-n Hubbard, seconded by CouncilmAu Gilmore and carried, Council extended bid openin~ date to April 22, 1963. NEARING Mayor Hall opened the hearing on AMEND. APP. 433 Amendment Application 433 for the reclassification of property south of First Street and east of Sullivau Street frmm the R 3 District to the R 4 District° There being no response to the Mayor's call for testimony, the hearing was closed. It was moved by Councilman Hubbard, seconded by Councilman Harvey and carried, that the Council approve the reclassification and instruct the City Attorney to prepare an appropriate ordinance granting the reclassification according to E~hibit AA 433A. HEARING Mayor Hall opened the hearing on proposed STREET ALIGNMENT Precise Plan of Street Alignment NO. 5 SANTA CLARA to detemine precise alignment of Santa Clara Avenue between Main Street and Broadway. City Council - 73 - April 15, 1~ HEARING Mayor Hall opened the hearing on the EAST FIRST STREET proposed annexation of territory ANNEX NO. 1 designated "EAST FIRST STRF~,' ANNEX N0o l". The Clerk reported that proper notice of the hearing was published and mailed as required by law, that evidence thereof was on file, and that no written protests had been received. R~.wASE OF FUNDS On motion of Councilmen Hubbard, HOD(ES BDILDING seconded by Counc~lm~u Schlueter CORPORATION and carried, Council authorized release of funds in the ,mount of $20,600 to the Hodges Building Corporation, and that the remaining $1,800 on deposit be held in a trust fund until the City can complete the improvements in conjunction with a future storm drain project. CLAIM FOR DAMAGES Council heard an oral report from DRIGG~S the City Attorney recommending that the claim of Joseph E. Driggers be denied since the City was not in- volved. The City Manager was instructed to continue the investigation of the area and return a rec~mm-udation to Council. MUNICIPAL STADID-M It was moved by Counc~lm-n Hubbard, seconded by Counci]m~n Schlueter and unanimously carried that the City Council approve an addendum to the notice inviting bids for the construction of the Municipal Stadium as follows: On Page 2 of the proposal, the date for completion of turf work shall be December 7, 1963; the date for ccm~letion of field lights, poles, and cages shall be January 1, 196~; the date for the completion of all work under the contract shall be Feb~3~ary 1, 196~. CLAIM FOR DAMAGES On motion of Counc~ma~ Hubbard, seconded ZARGES by Counc~ma~ Harvey and carried, Council referred to the City Attorney a claim filed by Alfreda Zarges, 1501 N. Spurgeon, Apt. 1, for damages allegedly resulting from a fall on March 1, 1~63 on the sidewalk located near the Mission Savings & Loan parking lot on 17th Street. Parton for damages allegedly resulting from a defective steel plate covering a street drain at 1345 S. MERIT S~.LARY INCREASES On motion of COumc~lm~u HuBbard, seconded by Councilmau Schlueter and carried, Council approved merit salary increases recmmmended in the City Manager's report dated April 11, 1963. VACATION OF DRAINAGE On motion of Counci~m-~ Hubbard, EASemENT seconded by Councilman Schlueter and carried, Council referred to the City Manager a request for vacation of drainage easement from Clarence G. Berry, 401 S. Andres Street. TRAFFIC SIGNAL REQUEST Mrs. Frederic Eo Gladle, 1928 Center RAITTANDWARN~ Street, presented a petition from 88 persons requesting a traffic signal at Raitt and Warner. On motion of Counc~m~ Hubbard, seconded by Coun¢~mau Schlueter and carried, Council received and ordered filed the petition. Reginald A. Glahn, 2058 ~o. Rene Drive, spoke on behalf of installation of a signal. Mayor Hall replied that careful consideration would be given to the request in the preparation of the budget for City Council - 77 - April 15, 1963 TRAFFIC SIGNAL REQUEST Mrs° Katherine Baker, 2519 W. Harvard, P~AI~ AND WARNER spoke regarding crosswmlks to get (Continued) across Greenville and at Harvard connecting Warner. The Director of Public Works stated that his department would make an investigation of the request. SANTA AHA JR. HIOH SCHOOL On motion of CouncflmA~ Hubbard, SIT".' seconded by Councilman Schlueter and carried, Council received amd ordered filed a report da~ed April 10, 1963 from the Chairman of the Santa Ann Planning Cmmaission rec~ending approval of the Santa Ann School Districts proposed new Junior high school. HOUSING LEGISLATION Scotty William., 1430 West Third Street, read a resolution adopted by the Santa Aaa Branch of the National Association of Colored People, and requested the City Cotmcil to adopt a similar resolution urging the adoption of legislation to prevent discrimimation in housing. 0ouncil also heard Alfred Heisser, 606 South Towmsend, and Harriett Woodertts, 312 North Forest Avenue, who supported the resolution. Richard J. Lou~hlin, Executive Vice-President of the Santa Ana-Or~-~e-Tustin Board of Realtors, 801 North Garnsey, spoke in opposition to the proposed legislation but suggested the Board of Realtors work with the NAACP to solve any such problems in Santa Ans. It was the opinion of the Council that it could not conscientiously support the current legislation before the State Legislature, but Mayor Hall expressed the hope that the members of the NAAOPwouldmeetwith the Real Estate Board as suggested hymn.
