HomeMy WebLinkAbout98-018 - Amend Resolution Nos. 82-110, 91-066, 96-095115 RESOLUTION NO. 98-018 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA TO AMEND RESOLUTION NOS. 82-110, 91-066 AND 96-095 TO EFFECT CERTAIN CHANGES TO THE CITY'S BASIC CLASSIFICATION AND COMPENSATION PLAI~. WHEREAS, Section 1004, Article X of the City Charter of the City of Santa Ana requires the City Manager to prepare, install and maintain a position classification and pay plan subject to civil service rules and regulations and the approval of the City Council; and WHEREAS, on August 2, 1982, the City Council passed and adopted Resolution No. 82-110 revising and re-establishing the Basic Classification Plan for Officers and Employees of the City of Santa Aha; and on July 1, 1991, the City Council passed and adopted Resolution No.91-067 amending said Basic Classification and Compensation Plan to designate certain classes of employment as Unaffiliated Confidential (UC) and to set forth certain levels of salaries and benefits for these classes; and WHEREAS, on July 1, 1991, the City Council passed and adopted Resolution No. 91-066, re-establishing the Basic Compensation Plan for classes of employment designated as unrepresented Executive Management (EM) and Middle Management (MM); and on November 18, 1996, the City Council passed and adopted Resolution No. 96-095, establishing the Basic Classification and Compensation Plan for unrepresented classes of employment designated as Administrative Management (AM); and WHEREAS, to ensure the City's compliance with the new federal and state minimum wage laws, pay rates for three unaffiliated part- time titles and three represented part-time titles need to be increased; and WHEREAS, to lessen the impacts on unrepresented employees of organizational restructuring, it is desired to incorporate a "Z- rating" provision into the City's Basic Classification and Compensation Plans for unrepresented executive, middle and administrative management and unaffiliated confidential employees, which will allow the City Manager to set a special pay rate, for a specified transition time period, for unrepresented employees who accept a voluntary demotion or reclassification to a lower level class; and WHEREAS, with the adoption of the annual budget for Fiscal Year 1998-99, the City Council authorized certain organizational, staffing, and compensation changes which affect a number of class titles in the City's Basic Classification and Compensation Plan; and WHEREAS, it is now desired to amend Council Resolution Nos. 82-110, 91-066 and 96-095 to effect these changes. 117 RESOLUTION NO. 98-018 Page 2 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA: 1. That Section 3 of Resolution No. 82-110, as amended, is hereby further amended by: a. deleting the following vacant and now obsolete classification titles: Assistant Instrument Technician Assisted Housing Supervisor Fleet Data Control Technician Housing Specialist III Law Office Supervisor (UC) Legislative Receptionist Payroll Supervisor Water Systems Control Analyst b. adding, in alphabetical sequence, the following classification titles at the monthly salary rate ranges indicated: 6-Step Salary Rate Ranqe (AA-E) Effective 7-1-98 Class Title No. (Min-Max) Housing Authority Operations Supervisor Legal Management Assistant (Exempt) Redevelopment Assistant Tenant Services Technician 602 $3935-5026 610 $4091-5226 564 $3269-4173 500 $2391-3052 c. designating the classification title of Legal Management Assistant (Exempt) as unaffiliated confidential by assigning the parenthetical identifier "(UC)" after this class title. d. providing an equity salary adjustment to the class of Senior Deputy Clerk of the Council from Salary Rate Range No. 533 ($2810-3586) to Salary Rate Range No. 553 ($3098-3954). e. providing an equity salary adjustment to the class of Work Center Coordinator from Salary Rate Range No. 594 ($3784- 4834) to Salary Rate Range No. 614 ($4173-5330). 2. That Section 3.1 Special Compensation Provisions (APPlicable to Full-Time Civil Service Employees Only, Unless Otherwise Specified) of Resolution No. 82-110, as amended, is hereby further amended by adding the following pay designation to the list of special pay provisions: "(oo) Incumbents in the class of Detention Officer who, 119 RESOLUTION NO. 98-018 Page 3 at the discretion of the appointing authority, are regularly and continuously assigned to and actually performing duties of an Assistant Team Leader (ATL) will be paid an additional five (5) salary rate ranges (2.5%) above the current base monthly salary step to which he or she would otherwise be entitled." 3. That Section 3.5.1 Class Titles and Waqe Rates for Seasonal and Other Unaffiliated Cateqories of Non Civil Service Part-Time EmDlovment of Resolution No. 82-110, as amended, is hereby further amended by: a. deleting the unaffiliated part-time classification title of Sports Attendant I. b. changing the unaffiliated part-time classification title of Sports Attendant II to Sports Attendant. c. adding, in alphabetical sequence, the part-time classification title of Purchasing Clerk, and assigning to this class five hourly pay steps as follows: A step, $12.92; B step, $13.57; C step, $14.25; D step, $14.96 and E step, $15.71 per hour. d. adjusting the hourly rates for three part-time titles as follows: Classification Title Basic Hourly Waqe Rates Effective 7-1-98 Step A Step B Step C Step D Step E General Assistant $5.75 6.04 6.34 6.66 6.99 Sports Attendant $5.75 6.04 6.34 6.66 6.99 Student Intern $5.75 6.04 6.34 6.66 6.99 4. That Section 12 of Resolution No. 82-110, as amended, is hereby further amended by adding a new paragraph 3 to Subsection G 121 RESOLUTION NO. Page 4 98- 018 to read as follows: "3. Z-ratinq. A Z-rate is a special salary rate established by the City Manager which allows an employee who has voluntarily demoted, or has been reclassified for non disciplinary reasons, to be paid at a rate of pay higher than that assigned to his or her reclassified position title for a specified transition time period." 6. That Section 3 of Resolution No. 91-066, as amended, is hereby further amended by deleting the following vacant and now obsolete classification titles: Assistant Fire Marshal (MM) Real Estate Services Manager (MM) 7. That Section 5 of Resolution No. 91-066, as amended, is hereby further amended by adding subsection 5.14 to read as follows: "5.14 Z-Rating. A Z-rate is a special salary rate established by the City Manager which allows an employee who has voluntarily demoted, or has been reclassified for non disciplinary reasons, to be paid at a rate of pay higher than that assigned to his or her reclassified position title for a specified transition time period." 8. That Section 3 of Resolution No. 96-095, as amended, is hereby further amended by: a. adding, in alphabetical sequence, the following classification titles at the monthly salary rate ranges indicated: 5-Step Salary Rate Ranqe (A-E) Effective 7-1-98 Class Title No. (Min-Max) Applications Systems Manager Fire Communications Manager Police Systems Manager AM673 $5569-6768 AM628 $4470-5434 AM673 $5569-6768 b. designating the newly created classification titles of Applications Systems Manager, Fire Communications Manager, and Police Systems Manager as Administrative Management by assigning the parenthetical identifier "(AM)" after each of these class titles. 9. That Section 5 of Resolution No. 96-095, as amended, is hereby further amended by adding subsection 5.15 to read as follows: 123 RESOLUTION NO. 98-018 Page 5 "5.15 Z-Ratinq. A Z-rate is a special salary rate established by the City Manager which allows an employee who has voluntarily demoted, or has been reclassified for non disciplinary reasons, to be paid at a raze of pay higher than that assigned to bls or her reclassified position title for a specified transition time period." 10. That except as amended by this Resolution, all other provisions of Resolution Nos. 82-110, 91-066 and 96-095 shall remain in full force and effect. 11. That except where stated otherwise above, this Resolution shall be operative from and after July 1, 1998. ADOPTED this 4~-~ day of May , 1998.
