HomeMy WebLinkAbout98-021 - Funding of the State Flood Control Subvention133 RESOLUTION NO. 98-021 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA IN SUPPORT OF FI/NDING OF THE STATE FLOOD CONTROL SUBVENTION FLrN-DING FOR FIS~-L YEAR 1998-99 W~REAS, flood control is an important and vital government function in order to protect potential loss of life and property; and W~REAS, the State of California has historically supported federally funded flood control project by funding 70% of the local costs of such projects by the Flood Control Subvention Program ("Subvention Program"); and W~REAS, the State of California has failed to adequately meet its commitment to the Subvention Program because of lack of adequate funding; and W~REAS, the State of California has an opportunity in Fiscal Year 1998-99 to make up the deficiency in funding of the Subvention Program in the General Fund Budget and/or proposed water bond issues; and WHEREAS, the residents within the floodplain of The Santa Ana River will be required to continue the payment of FEM~ mandated flood control insurance if the Santa Aha River Mainstem Project is not completed; and W~REAS, without the Subvention Program, millions of residents within ~he floodplain of ~he Sanua Aha River will remain subject to the perils of a devastating flood 5hau could result in thousands of lost lives and $15 billion of property damage; and W~REAS, without the Subvenuion Program, it will not be possible to complete the ongoing consumacticn of the Sanua .~na River Mainstem Project in a timely manner as now planned; and WHEREAS, a major flood in Orange Counuy would ncc only affect the population with zhe floodplain, buu would also have major statewide and federal impacus because of ~he dis~lption of transportation facilities and business acuivity; and WHEREAS, many counties throughout the s--ne~= are similarly affected by the lack of funding of the Subven~±cn Program; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA THAT, the City of Santa Aha urges that: 1. The State of California fund at lease $175 million for the Flood Control Subvention Program in the 1998-99 General Budget; and 2. If a bond measure that includes flood control subvention funds is approved by the voters in November 1998, then a like amount could be reimbursed to the C~neral Fund if deemed appropriate by the State.
