RESOLUTION NO. 98- 045
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA ADOPTING PUSHCART
STANDARDS FOR THE CIVIC CENTER DISTRICT
WHEREAS, this Council previously adopted standards that
established guidelines for the operation of mobile pushcarts in
the Downtown District; and
WHEREAS, this Council desires to amend those standards
previously adopted to apply to those vendors located in the Civic
Center District; and
WHEREAS, this Council desires to ensure that those vendors
located in the Civic Center District are limited in number to
ensure there is not an overconcentration of pushcarts; and
WHEREAS, this Council desires to ensure that the pushcarts
are clean, neat and attractive in appearance and design, and
contain the appropriate product mix; and
WHEREAS, the proposed standards contained herein are adopted
to mitigate any potential impacts created by pushcart operations
in the Civic Center District; and
WHEREAS, this Council has held a duly noticed public hearinG
on said pushcart standards.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SANTA ANA AS FOLLOWS:
1. The Civic Center Pushcart Standards, attached in Exhibit
1 and incorporated herein, are hereby adopted.

CIVIC CENTER DISTRICT PUSHCART STANDARDS
QUANTITY AND LOCATION
Civic Center District
A maximum of nine (9) carts will be allowed in the Civic
Center District and only at locations approved by the
Executive Director of the Planning & Building Agency, or
his or her designee.
APPEARANCE AND DESIGN
Vendor's carts and their operators must be approved by
Police and Health officials prior to review and approval by
the Executive Director of the Planning & Building Agency or
his or her designee. Vendors are encouraged to strive for
the use of the most aesthetically pleasing equipment and
employee attire and must conform to the following design
standards:

Cart exterior must be of wood, enameled steel, or
lexan finish.
B. Colorful and clean canopies or umbrellas are
encouraged, but are not mandatory.
Any signage located on the cart must be concise,
professionally applied, and approved by the Executive
Director of Planning & Building, or his or her
designee.
Operators must wear a readily identifiable upper body
blouse, shirt, or jacket that identifies the vendor.
Festive and colorful presentations are encouraged.
PRODUCT MIX
The maximum level of product mix will be sought (two
different products). If this proves unlikely, alternatives
may be considered.

WORK STATION AND LOCATION
vendors will be assigned locations on a first-come, first
serve basis. Should this prove unsuccessful, a lottery
assignment will be used. The work stations must remain
clean at all times. Vendors at stations found untidy and
consistently soiled will be subject to permit revocation.
