A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA TO AMEND
RESOLUTION NO. 82-110 TO AMEND CERTAIN SALARY AND BENEFIT PROVISIONS
FOR CLASSES OF EMPLOYMENT DESIGNATED AS UNAFFILIATED CONFIDENTIAL
WHEREAS, Section 1004, Article X of the City Charter of the City of Santa Aha
requires the City Manager to prepare, install and maintain a position classification and pay plan
subject to civil service rules and regulations and the approval of the City Council; and
WHEREAS, on August 2, 1982, the City Council passed and adopted Resolution No. 82-
110 revising and re-establishing the basic Classification Plan for Officers and Employees of the
City of Santa Ana; and
WHEREAS, on July 1, 1991, the City Council passed and adopted Resolution No. 91-
067, amending Resolution No. 82-110 to designate certain classes of employment as Unaffiliated
Confidential CUC) and to set forth certain levels of salaries and benefits for these classes; and
WHEREAS, the City of Santa Aha and Service Employees International Union Local
347, Chapter 1939, AFL-CIO, (SEIU) have reached agreement on a new three-year salary and
benefit package including three salary increases over the next three fiscal years, July 1, 1998
through June 30, 2001; and
WHEREAS, it is now desired to:
1. adjust the base salaries for Unaffiliated Confidential classes of employment
during the three-year period July 1, 1998 through June 30, 2001, by the same percentage and at
the same time as provided SEIU represented classes of employment; and
2. provide effective January 1, 1999, or as soon as practicable thereafter, the same
health and dental insurance benefits and employer-paid premium contributions as will be
provided for SE1U represented classes of employment; and
3. amend the provision pertaining to tuition reimbursement for Unaffiliated
Confidential classes of employment, to provide an annual rather than semester based maximum
reimbursement; and
WHEREAS, it is now desired to amend Resolution No. 82-110 to effect these changes.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SANTA ANA:
That Section 3 of Resolution No. 82-110, as amended, is hereby further amended
by assigning the following classes to the salary rate ranges, on the effective dates,
as next hereinafter set out:

*Note: Effective July 1, 2000, the base salaries assigned to classes of employment designated-as
Unaffiliated Confidential (UC) shall be increased by the Consumer Price Index (CPI), not to
exceed 2.5%, for the Los Angeles-Anaheim-Riverside area for the period April 1, 1999 through

April 30, 2000, based upon the category "All Urban Consumers." The CPI will be rounded up or
down in accordance with the City's salary matrix and based upon the following formula:
CPI Salary Increase
0 - .600 = .50%
.610 - 1.19 = 1.00%
1.20- 1.60 = 1.50%
1.61 -2.19 = 2.00%
2.20 - 2.50 = 2.50%
If either the Police Officers Association or Firemen's Benevolent Association receives in excess
ora five salary rate range (2.5%) salary increase during Fiscal Year 2000-01, then the employees
designated as Unaffiliated Confidential (UC) shall receive the same.
2. That Section 12, Subsection "D" of Resolution No. 82-110, as amended, is hereby
further amended to read as follows:
"D. Dental Insurance. Effective October 1, 1998 and October 1, 1999,
respectively, the City agrees to contribute a maximum of up to $30 per month per employee
toward the payment of premiums for dental insurance plans provided by the City for affected
employees and their eligible dependents. Effective October 1, 2000, the City contribution
amount will be increased up to a maximum of up to $40 per month per employee.
Any contribution necessary to maintain benefits under said dental plans in excess of the amounts
set forth above shall be borne entirely by the employee."
3. That Section 12, Subsection "E" of Resolution No. 82-110, as amended, is hereby
further amended to read as follows:
"E. Tuition Reimbursement. Confidential employees shall continue to be
eligible to participate in the existing Training and Education Assistance Program provided for all
regular, full time employees of the City, except, however, reimbursement for eligible employees
shall be one hundred percent (100%) of tuition and registration costs up to a maximum of two
thousand dollars ($2,000) per year in accordance with the provisions of that Program."
4. That except as amended by this Resolution, all other provisions of Resolution No.
82-110 shall remain in full force and effect.

5. That this Resolution shall be operative from and after July 1, 1998.
