A RESOLUTION OF THE CITY COUNCIL OF SANTA ANA
EXPANDING THE DUTIES OF THE SANTA ANA VOLUNTEERS
FOR EXCELLENCE TO ENFORCE DISABLED PARKING
STATUTES
WHEREAS, California Vehicle Code § 22507.9 provides and permits the establishment of a
special enfomement unit for the purposes of providing adequate enforcement of disabled parking statutes
and local ordinances; and
WHEREAS, this statute provides that members of such a special enforcement unit may issue
notices of parking violations for violations of disabled parking statutes and local ordinances; and
WHEREAS, the statute further provides that the members of such a special enforcement unit shah
not be peace officers and shall not make arrests in the course of their official duties; and
WHEREAS, the use of civilian volunteers, the Santa Ana Volunteers for Excellence ("SAVE"),
will supplement the current enforcement performed by City parking control officers; and
WHEREAS, a specific training program will be developed for the SAVE volunteers so that they
may identify any improperly marked disabled parking spaces and issue parking citations for violations of
disabled parking restrictions, under the assistance and guidance of sworn personnel and/or a Parking
Control Supervisor;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SANTA ANA, AS FOLLOWS:
1. The Chief of Police is hereby authorized to expand the duties of the Santa Ana Volunteers for
Excellence unit to enfome disabled parking restrictions pursuant to the provisions of California Vehicle
Code § 22507.9.
