HomeMy WebLinkAbout98-070 - Emergency Management Operational Area385 RESOLUTION NO. 98- 070 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA ADOPTING AN AGREEMENT BETWEEN THE CITY OF SANTA ANA, COUNTY OF ORANGE, AND ALL OTHER POLITICAL SUBDIVISIONS IN ORANGE COUNTY TO FORM AN EMERGENCY MANAGEMENT OPERATIONAL AREA IN COMPLIANCE WITH TITLE 19 CALIFORNIA CODE OF REGULATIONS, SECTION 2400 ET SEQ., AND GOVERNMENT CODE SECTION 8550 ET SEQ. WHEREAS, Title 19 California Code of Regulations Section 2400 et seq. And Government Code Section 8550 et seq. state that the purpose of the Standardized Emergency Management System, hereafter referred to as the ~SEMS Regulations", is to standardize response to emergencies involving multiple jurisdictions or multiple agencies; and WHEREAS, the Operational Area is one of the required components of SEMS; and WHEREAS, the SEMS Regulations require the County government to serve as the lead agency of the Operational Area unless another member agency of the Operations Area assumes that responsibility by written agreement with County government; and WHEREAS, the SEMS Regulations require the County Board of Supervisors to establish an Operational Area by December 1, 1995; and WHEREAS, the purpose of the Orange County Operational Area Agreement is to provide for the mutual and cooperative handling of the duties and responsibilities of the Operations Area; and WHEREAS, the Operational Area Agreement establishes an Operational Area Council made up of representatives of each Political Subdivision within the Orange County geographical area; and 386 WHEREAS, the Orange County Operational Area Agreement supplants the existing UNIFIED ORANGE COUNTY-CITIES DISASTER AGREEMENT dated July 14, 1981, and which was entered into by the City of Santa Aha on September 21, 1981; NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF SANTA ANA: ... 3 o Hereby adopts an Agreement between the City of Santa Aha, County of Orange, and all other Political Subdivisions in Orange County to form an Operational Area for the purposes of emergency preparedness, response, and recovery as required by Title 19 of California Code of Regulations Section 2400 et seq. and Government Code 8550 et seq.; and Recognizes the County of Orange as the lead agency for coordinating Operational Area emergency management activities; and Appoints the City Manager to serve as the City's representative on the Operational Area Council, with the Emergency Services Coordinator serving as the alternate; and withdraws from the Unified Orange County-Cities Disaster Agreement to which the City became a party on September 21, 1981; and Authorizes the Mayor and City Clerk to execute the Operational Area Agreement. 387 ADOPTED this ATTEST: 5th er 'o 't YOouncJ day of October , 1998.
