A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA TO AMEND
RESOLUTION NOS. 82-110, AND 96-095 TO EFFECT CERTAIN CHANGES TO THE
CITY'S BASIC CLASSIFICATION AND COMPENSATION PLANS, AND TO AMEND THE
CURRENT ANNUAL BUDGET TO REALLOCATE CERTAIN POSITIONS.
WHEREAS, Section 1004, Article X of the City Charter of the City of Santa Ana requires the
City Manager to prepare, install and maintain a position classification and pay plan subject to civil
service rules and regulations and the approval of the City Council; and
WHEREAS, on August 2, 1982, the City Council passed and adopted Resolution No. 82-110
revising and re-establishing the Basic Compensation and Compensation Plan for all officers and
employees of the City of Santa Ana; and on November 18, 1996, passed and adopted Resolution No. 96-
095, establishing the Basic Classification and Compensation Plan for unrepresented classes of
employment designated as Administrative Management; and
WHEREAS, on May 18, 1998, the City Council passed and adopted Ordinance No. NS-2348,
which establishes the City's Budget authorizing position allocations for Fiscal Year 1998-99, and which
sets forth the requirement that alterations in the allocations of authorized positions be reviewed and
approved by the City Council; and
WHEREAS, to ensure the effective delivery of Information Systems services city-wide, the City
has acquired state of the art computer hardware and software; and
WHEREAS, due to the highly competitive job market for trained computer professionals, the City
has been unable to attract and retain qualified Information Systems staff; and
WHEREAS, the Executive Director of Finance and Management Services and the Police Chief
now propose to enhance the City's competitive position in the job market for experienced computer
professionals by adjusting the pay levels assigned to certain Information Services classifications; and
WHEREAS, it is now desired to amend Resolution Nos. 82-110 and 96-095, and the Fiscal Year
1998-99 Budget, in order to effect these changes.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SANTA ANA:
1. That Section 3 of Resolution No. 82-110, as amended, is hereby further amended by:
a. changing the existing class title of Computer Programmer Analyst to Programmer
Analyst, at no change in salary rate range.

4. That except as amended by this Resolution, all other provisions of Resolution Nos.
82-110, 96-095, and the Annual Budget for Fiscal Year 1998-99, shall remain in full force and
effect.
5. That this Resolution, unless otherwise indicated, shall be operative from and after
December 1, 1998.
