A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA ESTABLISHING AN
APPLICATION FEE FOR A LAND USE
CERTIFCATE FOR AN EXTERIOR TELEPHONE
THE CITY COUNCIL OF THE CITY OF SANTA ANA
HEREBY RESOLVES, DETERMINES, AND DECLARES AS
FOLLOWS:
WHEREAS, pursuant to Zoning Ordinance Amendment No. 98-05, the City requires
that persons seeking to install exterior pay telephones shall first obtain approval by the City
ora Land Use Certificate; and
WHEREAS, Zoning Ordinance Amendment No. 98-05 requires that the City
Cotmcil shall from time to time set by resolution the application fee to be charged to persons
filing an application for a Land Use Certificate to install one or more exterior pay
telephones; and
WHEREAS, the City's Planning Manager has prepared a written report to the
Planning Commission on the cost to administer a Land Use Certificate program for exterior
pay telephones; and
WHEREAS, according to the Planning Manager's written report to the Planning
Commission, it is estimated that approximately five and one-half staffhours at a cost of
$40 per hour or $220 are required to process a completed application for a Land Use
Certificate for an exterior telephone, and that these hours would be divided between
processing time for the Police Department, Code Enforcement, and the Planning
Division; and
WHEREAS, based upon this report, the Council finds that a Land Use Certificate
application fee of $150 for the first exterior telephone and $25 for each additional phone
proposed represents a fair and equitable fee which is reasonably related to the City's cost
in administering the Land Use Certificate Program for exterior pay telephones;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SANTA ANA, that the application fee for a Land Use Certificate to install an

exterior pay phone is hereby set in the amount of $150 for the first exterior telephone and
$25 for each additional phone sought by the application. This resolution shall become
effective upon the date on which Ordinance No. NS-,137/becomes effective.
