RESOLUTION NO. 98-08 5
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA TO
AMEND RESOLUTION NO. 82-110 TO EFFECT CERTAIN CHANGES TO THE
CITY'S BASIC CLASSIFICATION AND COMPENSATION PLAN, AND TO
AMEND THE CURRENT ANNUAL BUDGET TO REALLOCATE CERTAIN
POSITIONS.
WHEREAS, Section 1004, Article X of the City Charter of the City of Santa Ana
requires the City Manager to prepare, install and maintain a position classification and pay plan
subject to civil service rules and regulations and the approval of the City Council; and
WHEREAS, on August 2, 1982, the City Council passed and adopted Resolution No. 82-
110 revising and re-establishing the Basic Classification and Compensation Plan for all officers
and employees of the City of Santa Ana; and
WHEREAS, on May 18, 1998, the City Council passed and adopted Ordinance No. NS-
2348, which establishes the City's Annual Budget authorizing position allocations for Fiscal
Year 1998-99, and which sets forth the requirement that alterations in the allocations of
authorized positions be reviewed and approved by the City Council; and
WHEREAS, periodic review of the Basic Classification and Compensation Plan and the
findings from various classification and compensation studies reveal the need to effect certain
changes to the Plan and to reallocate certain positions; and
WHEREAS, in order to provide critical information on fire prevention to school children,
community groups and the elderly, the Fire Chief proposes to create the classification of Fire
Education Specialist and to re, allocate one Fire Safety Specialist I position in the Annual Budget;
and
WHEREAS, the Executive Director of Community Development has identified the need
to create a single position classification to supervise the Downtown District parking meter
operations, and to reallocate one Parking Meter Technician II position in the Annual Budget; and
WHEREAS, it is now desired to amend Resolution No. 82-110, and the Fiscal Year
1998-99 Annual Budget, in order to effect these changes.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SANTA ANA:
1. That Section 3 of Resolution No. 82-110, as amended, is hereby further amended
by adding, in alphabetical sequence, the following classification titles at the monthly salary rate
ranges/effective dates indicated:

2. That Section 3.5.1 of Resolution No. 82-110 Class Titles and Wage Rates for
Seasonal and Other Unaffiliated Categories of Non-Civil Service Part-Time Employment, as
amended, is hereby further amended by adding, in proper alphabetical sequence, the following
part-time class titles:

4. That except as amended by this Resolution, all other provisions of Resolution No.
82-110 and the Annual Budget for Fiscal Year 1998-99, shall remain in full force and effect.
5. That this Resolution, unless otherwise indicated, shall be operative from and after
December 1, 1998.
