A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF SANTA ANA ADOPTING THE
"GRANTS FOR BLOCKS" PROGRAM WORKING
IN COLLABORATION WITH THE COMMUNITY
DEVELOPMENT RESOURCE NETWORK TO OFFER
GRANTS TO LOCAL COMMUNITY-BASED
ORGANIZATIONS
WHEREAS, the City of Santa Ana has been working closely with the Community
Development Resource Network to identify corporate sponsors for the Grants for Blocks program in
order to encourage greater resident and conununity participation; and
WHEREAS, Grants for Blocks is intended to encourage community building projects and
greater collaboration between neighborhood groups, service clubs, schools, community-based
organizations, the faith community and local businesses; and
WHEREAS, interested corporations may make monetary donations to the City of Santa Ana
designated specifically for the Grants for Blocks program. Said donations will be kept in a separate
escrow account and the donors will be recognized by the City; and
WHEREAS, the Grants for Blocks Program will be an annual competitive program offering
monetary grants in amounts not to exceed $500.00. Proposals from potential grant recipients will be
solicited from the community, with submissions reviewed and recommended by the Steering
Committee of the Community Development Resource Network. The Steering Committee is
comprised of numerous volunteers from community-based groups and non-profit organizations. No
member of the Steering Committee shall vote on any submission for grant money in which he/she
may have an interest. In the event that said Steering Committee fails to exist, the Human Relations
Commission shall serve in its place; and
WHEREAS, the recommendations of the Steering Committee/Human Relations Commission
shall be forwarded to the Executive Director of the Community Development Agency for approval;
and
WHEREAS, the City will serve as the fiscal agent accepting donations and making
disbursements from the escrow account to the chosen recipients, monitor the progress of the
projects, ensure that such projects are completed, and assist the Resource Network in documenting
the success of the program in order to benefit its financial supporters, as well as the community at
large.
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF
SANTA ANA:
1. Adopts the "Grant for Blocks" Program, and
2. Authorizes the Executive Director of the Community Development Agency to receive and
review recommendations from the Steering Committee of the Community Development Resource
Network, and ultimately give approval as to which organizations or groups should be the recipients
of the grants, and
3. Authorizes the Executive Director of the Community Development Agency to serve as
the fiscal agent accepting donations on behalf of the City and directing the disbursements to the
chosen recipients from the specially designated escrow account.
