HomeMy WebLinkAbout99-023 - Amend Resolution Nos. 82-110, 91-066, and 96-095RESOLUTION NO. 19 9 9 - 0 2 3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA TO AMEND RESOLUTION NOS. 82-110, 91-066 AND 96-095 TO EFFECT CERTAIN CHANGES TO THE CITY'S BASIC CLASSIFICATION AND COMPENSATION PLANS. WHEREAS, Section 1004, Article X of the City Charter of the City of Santa Ana requires the City Manager to prepare, install and maintain a position classification and pay plan subject to civil service rules and regulations and the approval of the City Council; and WHEREAS, on August 2, 1982, the City Council passed and adopted Resolution No. 82-I 10 revising and re-establishing the Basic Classification and Compensation Plan for Officers and Employees of the City of Santa Ana; and on July 1, 1991, the City Council passed and adopted Resolution No. 91-067, amending said Basic Classification and Compensation Plan to designate certain classes of employment as Unaffiliated Confidential (UC) and to set forth certain levels of salaries and benefits for these classes; and WHEREAS, on July 1, 1991, the City Council passed and adopted Resolution No. 91-066, re-establishing the Basic Compensation Plan for classes of employment designated as unrepresented Executive Management (EM) and Middle Management (MM); and on November 18, 1996, the City Council passed and adopted Resolution No. 96-095, establishing the Basic Classification and Compensation Plan for unrepresented classes of employment designated as Administrative Management (AM); and WHEREAS, with the adoption of the annual budget for Fiscal Year 1999-2000, the City Council authorized certain organizational, stuffing, and compensation changes which affect a number of class titles in the City's Basic Classification and Compensation Plan; and WHEREAS, it is now desired to amend Council Resolution Nos. 82-110, 91-066 and 96-095 to effect these changes. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA: 1. That Section 3 of Resolution No. 82-110, as amended, is hereby further amended by: a. adding, in alphabetical sequence, the following classification titles at the monthly six-step salary rate ranges indicated: 6-Step Salary Rate Range (AA-E) effective: 7-1-99 7-1-00 Class Title No. (Min-Max) No. Building Inspector/Combination 578 ($3501-4470) * Fire Education Specialist II 565 ($3285-4194) to be negotiated Legal Office Assistant 471 ($2076-2650) ** Network Engineer 653 ($5051-6446) * 9O Resolution No. 1999-023 Page 2 of 4 a. (continued) Class Title 6-Step Salary Rate Range (AA-E) effective: 7-1-99 7-1-00 No. (Min-Max) No. Network Specialist/WAN Systems Administrator 613 ($4152-5304) * Planning Commission Secretary 535 ($2838-3622) * Purchasing Assistant 507 ($2475-3160) * Senior Legal Office Assistant 498 ($2369-3025) ** Systems Support Analyst 633 ($4579-5847) Telecommunications Customer Service Representative 526 ($2717-3467) * Treasury Services Supervisor 572 ($3398-4339) * b. designating the classification titles of Legal Office Assistant and Senior Legal Office Assistant as Unaffiliated Confidential by assigning the parenthetical identifier (UC) after each of these class titles. c. changing the existing title of Fire Education Specialist to Fire Education Specialist I, at no change in Salary Rate Range. d. providing an equity salary adjustment for the class of Work Center Coordinator by increasing the salary from monthly six-step Salary Rate Range No. 628 (minimum $4470, maximum $5706) to six-step Salary Rate Range No. 658 (minimum $5176, maximum $6606). e. providing an equity salary adjustment for the class of Detention Supervisor by increasing the assigned salary from monthly five-step Salary Rate Range No. 581 (minimum $3550, maximum $4317) to five-step Salary Rate Range No. 597 (minimum $3841, maximum $4671). * Salary Rate Range to be determined per Article IV, Section 3.C of MOU between City of Santa Ana and SEIU for Fiscal Year 1998-99 through 2000-01. ** Salary Rate Range to be determined per Resolution No. 82-110, as amended by Resolution No. 98-056. 2. That Section 3.1 Special Compensation Provisions (Applicable to Full Time Civil Service Employees Only, Unless Otherwise Specified) of Resolution No. 82-110, as amended, is hereby further amended by: a. amending special compensation provision (i) to read as follows: "(i) Incumbents in the classes of Senior Office Assistant, Secretary, Secretary to the Police Chief (UC), Senior Secretary, Planning Commission Secretary or Executive Secretary (UC), who are assigned by a department head, with the prior Resolution No. 19 9 9 - 0 2 3 Page 3 of 4 approval of the City Manager, to a position requiring the ability to take dictation at a rate of 70 words per minute or better on a regular basis, or as an essential or integral element of the work of the position, will be paid a monthly differential of sixty dollars ($60) above his or her base monthly salary step for each full month (at least eleven (11) working days) of such assignment." b. adding the following pay designation to the list of special compensation provisions: "(pp) An incumbent in the class of Payroll Assistant (UC) who, at the discretion of the appointing authority, is regularly and continuously assigned to serve in a "lead" supervisorial capacity, will be paid an additional ten (10) salary rate ranges (5%) above the current base monthly salary step to which he or she would otherwise be entitled." adding the following pay designation to the list of special compensation provisions: "(qq) An incumbent in the class of Graphics Designer II who, at the discretion of the appointing authority, is regularly and continuously assigned to serve in a "lead" supervisorial capacity, will be paid an additional ten (10) salary rate ranges (5%) above the current base monthly salary step to which he or she would otherwise be entitled." 3. That Section 3.5.1 Class Titles and Wage Rates for Seasonal and Other Unaffiliated Categories of Non-Civil Service Part-Time Employment of Resolution No. 82-110, as amended, is hereby further amended by adding, in alphabetical sequence, the following part-time classification titles, assigned to the five hourly pay steps as set forth below: Classification Title Basic Hourly Wage Rates Effective 7-1-99* Step A Step B Step C Step D Step E Housing Authority Assistant $14.98 $15.73 $16.52 $17.35 $18.22 Loss Control Office Assistant 13.47 14.14 14.85 15.59 16.37 * Note: These rates do not include any negotiated increases for part-time non-civil service~classes that may be effective on or after May 1, 1999. That Section 3 of Resolution No. 96-095, as amended, is hereby further amended by: a. adding, in alphabetical sequence, the classification title Budget and Research Manager at five-step administrative management Salary Rate Range No. AM685 ($5905 minimum, $7176 maximum per month). b. designating the classification Budget and Research Manager as unrepresented administrative management by adding the parenthetical identifier (AM) next to this class title. c. providing an equity salary adjustment for the class of Detention Manager (AM) by increasing the assigned salary from monthly five-step administrative management Salary Rate Range No. AM601 (minimum $3915, maximum $4764) to Salary Rate Range No. AM630 (minimum $4511, maximum $5488). 92 Resolution No. 1999-023 Page 4 of 4 d. removing the parenthetical identifier (AM) from the classification title of Community Preservation Manager, and deleting this title from this resolution, in order to transfer it to Resolution No. 91-066. That Section 3B of Resolution No. 91-066, as amended, is hereby further amended by: a. adding, in alphabetical sequence, the existing classification title of Community Preservation Manager, transferred from Resolution No. 96-095; and assigning this class to 15 step middle management Salary Rate Range No. MM-22 (minimum $5562, maximum $7859 per month). b. designating Community Preservation Manager as unrepresented middle management by adding the parenthetical identifier (MM) next to this class title. 6. That except as amended by this Resolution, all other provisions of Resolution Nos. 82-110, 91-066 and 96-095 shall remain in full force and effect. 7.
