RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA
SUPPORTING MULTI-OBJECTIVE SANTA ANA RIVER WATERSHED PROGRAMS
AND ACTIVITIES TO SECURE FUNDS
WHEP~FJ~S, the water resources of California are limited and a
great need exists for additional water storage; and
WHEREAS, the CALFED process and the Colorado River 4.4 Plan
may limit the availability of water imports to Southern California
during dry years; and
WHEREAS, · The Santa Ana Watershed Project Authority has
developed programs that will provide basin water banking to store
up to 1.4 million acre-feet of groundwater storage~ thereby
reducing dependence on imported water and resulting in surface
storage facilities, create 400,000 acre-feet (AF) of dry year
storage; and provide contaminant removal and cleanup'of water
needed for recharge or direct use thereby creating over 100,000 AF
of additional annual water supply by using reclamation and
desalting in Orange County, San Jacinto, or other basins in the
watershed; and
WHEREAS, these programs also provide watershed restoration
benefiting water supply and water quality, while improving habitat
in the watershed and alleviating impacts of significant native
habitat loss, wetlands, and open space due to urban development and
non-native plant species such as Arundo donax and will provide
water conservation and efficiency to decrease dependence on water
imported into the watershed by funding projects that implement best
management practices to conserve valuable water resources; and
WHEREAS, these programs will provide flood control and
management to solve flooding and drainage problems in areas of
heavy agriculture that have endangered livestock and property and
degraded surface water; and
WHEREAS, these programs will provide improvements to the Lake
Elsinore and San Jacinto Watersheds and to the water quality of
Lake Elsinore, assistance to local communities with flood control
deficiencies in Bautista Creek, and support for other agencies to
implement water treatment programs for Lake Elsinore consistent
with the State's unmet funding obligations; and
WHEREAS, Santa Aha Watershed Project Authority programs will
require significant capital funds from general obligation bonds,
loans, grants or other local, state and federal funds to provide
funding for coordinated water supply, water quality, and habitat
improvement projects in the Santa A na Watershed.

Section 1. That the Council of the City of Santa Ama supports
these coordinated programs and supports the activities required to
pursu~ funding for these Santa Aha Watershed Project Authority
projects from multiple sources;
