HomeMy WebLinkAbout99-066.1 - Approving Tentative Parcel Map No. 99-108Resolution No. Page 1 of 3 99-066 .1 GAS: 10/1/99 RESOLUTION NO. 99-066.1 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA APPROVING TENTATIVE PARCEL MAP NO. 99-108, TO SUBDIVIDE A 3.3 ACRE LOT INTO SIX PARCELS LOCATED AT 1601 EAST SEVENTEENTH STREET (TPM NO. 99-108) WHEREAS, Tentative Parcel Map No. 99-108 has been filed to subdivide an existing 3.3 acre parcel into 6 lots, located at 1601 E. Seventeenth Street (the ~Project"); and WHEREAS, the design and improvement proposed for Tentative Parcel Map No. 99-108 is consistent with the objectives, policies, general land uses, and programs specified in the City of Santa Aha General Plan; and WHEREAS, the Environmental Evaluator of the City Of Santa Ana has prepared a Mitigated Negative Declaration and Monitoring Program for Environmental Review No. 99-15, pursuant to the California Environmental Quality Act, for the Project; and WHEREAS, the Planning Commission held a duly noticed public hearing, on September 13, 1999, on Tentative Parcel Map No. 99-108 for the Project. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS FOLLOWS: 1. Based upon the evidence submitted at the abovesaid hearing, this Council finds and determines as follows: The proposed project, as conditioned, and it's design and improvements are consistent with the Professional Administrative Office land use designation of the General Plan and are otherwise consistent with all other elements of the General Plan and any applicable specific plans. The proposed subdivision is consistent with the Professional Administrative Office designation and will have no adverse affect on the surrounding office and commercial development. The proposed project, as conditioned, conforms to all applicable requirements of the zoning and Subdivision Codes, as well as other applicable City ordinances. 1 Resolution No. 99-066.1 Page 2 of 3 The proposed subdivision conforms to the minimum lot size and street frontage requirements, as well as meeting the intent of the State of California Subdivision Map Act provisions. The project site is physically suitable for the type and density of the proposed project. Each proposed development site exceeds the minimum required lot size for office or commercial development. There are no physical constraints on the site to preclude development. Do The design and improvements of the proposed project will not cause substantial environmental damage or substantially and avoidably injure fish or wildlife or their habitat. The environmental assessment has determined that mitigation, will reduce impacts to levels of insignificance. There are no wetlands or unusual flora or fauna on or around the project site. Traffic impacts are being addressed through improved circulation in the area facilitated by alley dedication and improvements including a turn lane and median reconfiguration. No development surrounding this site will be affected by this proposal. The design or improvements of the proposed project will not cause serious public health problems. The project proposed for this subdivision of land meets or exceeds City development standards. AS conditioned, future development is required to be in compliance with the applicable professional or commercial zoning district requirements. The design or improvements of the proposed project will not conflict with easements necessary for public access through or use of the property within the proposed project. The applicant will be dedicating a 10 feet alley easement and corner cutoffs at the alley to mitigate impacts of the project. 2. The mitigated negative declaration and mitigation monitoring program for ER No. 99-15 is hereby approved and certified. 2 401 RESOLUTION NO. 99- 0 6 6. 1 OCTOBER 4, 1999 PAGE I OF 2 Conditions of A~roval Tentative Parcel Map No. 99-108 is approved subject to compliance, to the reasonable satisfaction of the Planning Manager, with all applicable sections of the Santa Aha Municipal Code, the California Administrative Code, the Uniform Fire Code, the Uniform Building Code and all other applicable regulations. The applicant must comply in full with each and every condition listed below prior to exercising the rights conferred by this tentative parcel map. A. ~lannin~ Division Two copies of the recorded final parcel map, and City approved CC&R's shall be submitted each to the Planning Division, Building Division, and Public Works Agency within 10 days after recordation. The tentative map, final map and all improvements required to be made or installed by the subdivider shall be in accordance with site Plan Review (DP 99-05), the design standards and specifications of the City of Santa /Ina, and the requirements of the State Subdivision Map Act. Conditions covenants and restrictions (CC&R'S) are required prior .~o recordation addressing co~on area maintenance drainage, architecture, parking circulation, etc, and shall be recorded with the map. 9. An eight-foot wall is to be provided along the north property line. 10. There shall be no storage including vehicles on the site. No overnight parking is permitted. 11. Provide a covenant irrevocably tying the north parking parcel to the development site. 12. Comply with mitigation measures of the Negative Declaration prepared for Environmental Review No. 99-015. B. Police Department 1. Landscaping along Eighteenth Street including any berms is to be maximum of 36 inches in height. 2. Light Standards cannot be located in Landscape setbacks or islands. The existing parking lot's lighting must conform with the provisions of Chapter 8, Article II, Division 3 of the Santa Ana Municipal Code (Building Security Ordinance). Lighting standards cannot be located in required landscape planters. 403 Resolution No. Page 3 of 3 99- 066.1 3.
