A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA APPROVING CONDITIONAL
USE PERMIT NO. 99-20 TO PERMIT A
PARKING LOT LOCATED ON A DETACHED
PARCEL ON EIGHTEENTH STREET
WHEREAS, this Council held a public hearing on October 4,
· 1999, on Conditional Use Permit Application No. 99-20, to allow a
parking lot on Eighteenth Street, in a B suffix zoning district.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF T~E
CITY OF SANTA ANA AS FOLLOWS:
1. Based upon the evidence submitted at the abovesaid
hearing, this Council finds and determines as follows:
Will the proposed parking lot in the R1-B zone provide a
service or facility which will contribute to the general well
being of the neighborhood or community?
The proposed parking lot provides additional surface
parking for the proposed office project thereby
contributing to the long term success of the
development. The proposed office project with parking
in the rear is consistent with and supports the
office/commercial character of the uses along
Seventeenth Street.
Will the proposed use under the circumstances of the
particular case be detrimental to the health, safety or
general welfare of persons residing or working in the
vicinity?
The circulation design and layout which include
landscaping to screen the parking lot will not create
impact or be detrimental to the overall site or
neighborhood. Further an eight foot wall will be
provided along the north property line between the
project and residential uses to the north.
Will the proposed use adversely affect the
stability or future economic development of
surrounding area?

design provides a visual upgrade and new economic
activity to this area. The economic viability of the
overall development is increased with the addition of
the proposed parking facilities. The overall economic
stability of the area will be strengthened with
additional office growth in the area.

Will the proposed parking lot comply with the regulations and
conditions specified in this chapter for such a use?
As conditioned, the proposed parking use meets the
letter and intent of the zoning code and design
standards for such facilities.
Will the proposed use adversely affect the General Plan of
the.City or any specific plan applicable.to the area of the
proposed use?
The parking lot at this location is consistent with the
General Plan. The proposed activities on the site and
zoning are consistent with the General Plan of Santa
Ana.
2. The Mitigated Negative Declaration and Mitigation
Monitoring Program for ER No. 99-15 is hereby approved and
certified.
3. Conditional Use Permit No. 99-20 is hereby approved as
conditioned in Attachment A, attached hereto and incorporated
herein.

Conditions of Approval
Conditional Use Permit No. 99-20 is approved subject to compliance, to
the reasonable satisfaction of the Planning Manager, with all applicable
sections of the Santa Aha Municipal Code, the California Administrative
Code, the Uniform Fire Code, the Uniform Building Code and all other
applicable regulations.
The applicant must comply in full with each and every condition listed
below prior to exercising the rights conferred by this conditional use
permit.
A. PlanningDivision
The applicant must remain in compliance with all conditions
listed below throughout the life of the conditional use permit.
Failure to comply with each and every condition may result in
the revocation of the conditional use permit.
The project shall be built in compliance with Site Plan Review
(DP 99-005) and the staff report exhibits.
3. The project is subject to the development standards and fees
in effect at the time of permit issuance.

Building permits for each of the proposed uses shall be issued
within two years of the date of the conditional use permit
approving the uses.
5. No exterior pay phones are permitted within the project.
A sign program restricting the scope of signage through out the
project is required to be submitted; and approved prior to
permit issuance.
No further expansions of the building may occur without
appropriate Planning Commission approval.

Security/limited access gates if provided at driveways are to be
a minimum 40 feet setback from the street (curb line) for
stacking purposes.
After project occupancy, landscaping is to be maintained to
include the minimum levels of plant materials installed 'at the
time of occupancy.
An eight-foot block wall is required on the north property line.
ComPlete and record the parcel map prior to permits.
The building architecture for any of the uses in this
development is to maintain the architectural vocabulary
established in the exhibits.
There are to be no exposed downspouts, overflow drains,
electrical or mechanical lines on the exterior of any of the
buildings in this development except in existing buildings.
A minimum of six 36 inch box trees is to be provided on the
Seventeenth Street frontage.
The buildings and site shall remain free of promotional banners
and flags. Permanent signage must be maintained in compliance
with the Santa Ana Municipal Code.
Each trash enclosure shall have a minimum six inch concrete slab
in front of the enclosure that is at least the same dimensions
as the trash enclosure.
Comply with mitigation measures of the Negative
prepared for Environmental Review No. 99-15.
