RESOLUTION NO. 2000-005
A RESOLUTION OF THE CITY OF SANTA ANA TO
AMEND RESOLUTION NOS. 82-110 AND 91-066 TO
EFFECT CERTAIN CHANGES IN THE CITY'S BASIC
CLASSIFICATION AND COMPENSATION PLANS, AND TO
AMEND THE CURRENT ANNUAL BUDGET TO
REALLOCATE ONE POSITION
WHEREAS, Section 1004, Article X of the City Charter of the City of Santa Ana
requires the City Manager to prepare, install and maintain a position classification and
pay plan subject to civil service rules and regulations and the approval of the City
Council; and
WHEREAS, on August 2, 1982, the City Council passed and adopted Resolution
No. 82-110 revising and re-establishing the Basic Classification and Compensation Plan
for all officers and employees of the City of Santa Ana; and
WHEREAS, on July 1, 1991, the City Council passed and adopted Resolution
No. 91-066 re-establishing the Basic Classification and Compensation Plan for classes
of employment designated as unrepresented Executive and Middle Management; and
WHEREAS, on June 21, 1999, the City Council passed and adopted Ordinance
No. NS-2387, which establishes the City's Annual Budget authorizing position
allocations for Fiscal Year 1999-2000, and which sets forth the requirement that
alterations in the allocation of authorized positions be reviewed and approved by the
City Council; and
WHEREAS, the Executive Director of Personnel Services has determined the
need to create two new part time titles; and
WHEREAS, the Executive Director of Planning and Building proposes the
reallocation of one position in the Building Safety Division, to provide additional
specialized service at the public counter; and
WHEREAS, the Executive Director of Finance and Management Services
proposes the retitling of one middle management class to better reflect current
organizational structure; and
WHEREAS, it is now desired to amend Resolution Nos. 82-110 and 91-066, and
the Fiscal Year 1999-2000 Annual Budget, in order to effect these changes.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SANTA ANA:

1. That Section 3B of Resolution No. 91-066, as amended, is hereby further
amended by changing the existing unrepresented middle management classification
title of Accounting and Budget Manager (MM) to Accounting Manager (MM), at no
change in assigned salary rate.
2. That Section 3.5.2 of Resolution No. 82-110, as amended, is hereby
further amended to add, in alphabetical sequence, the following represented part time
classification titles, assigned to the five hourly pay steps set forth below:

3. That the Annual Budget for Fiscal Year 1999-2000, as amended, is hereby
further amended by realiocating one position as shown below:

4. That except as amended by this Resolution, all other provisions of
Resolution No. 82-110 and Resolution No. 91-066, and the Annual Budget for Fiscal
Year 1999-2000, shall remain in full force and effect.
5. That this Resolution, unless otherwise indicated, shall be operative from
and after February 1,2000.
