HomeMy WebLinkAbout2000-019 - Amend Resolution No.96-09561 RESOLUTION NO. 2000-019 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA TO AMEND RESOLUTION NO. 96-095 TO EFFECT CERTAIN CHANGES TO THE CITY'S BASIC CLASSIFICATION AND COMPENSATION PLAN FOR UNREPRESENTED ADMINISTRATIVE MANAGEMENT, AND TO AMEND THE ANNUAL BUDGET TO ADD ONE POSITION IN THE POLICE DEPARTMENT WHEREAS, Section 1004, Article X of the City Charter of the City of Santa Ana requires the City Manager to prepare, install and maintain a position classification and pay plan subject to civil service rules and regulations and the approval of the City Council; and WHEREAS, on November 18, 1996, the City Council passed and adopted Resolution No. 96-095 establishing a Basic Classification and Compensation Plan for classes of employment designated as unrepresented Administrative Management; and WHEREAS, on June 21, 1999, the City Council passed and adopted Ordinance No. NS-2387, which establishes the City's Annual Budget, authorizing position allocations for Fiscal Year 1999-2000, and which sets forth the requirement that alterations in the allocation of authorized positions be reviewed and approved by the City Council; and WHEREAS, based on Police Department Advisory Board recommendations, the Police Chief proposes the creation of the new administrative management class of Principal Management Analyst, and the allocation of one additional position in the Annual Budget, to strengthen organizational effectiveness at the Santa Ana Jail; and WHEREAS, funds have been received through the U.S. Department of Justice Local Law Enforcement Block Grants Program, and the required matching funds have also become available in the asset forfeiture account to support this new position; and WHEREAS, it is now desired to amend Resolution No. 96-095 and the Fiscal Year 1999-2000 Annual Budget in order to effect these changes. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA: 1. That Section 3 of Resolution No. 96-095, as amended, be hereby further amended by: a. adding, in alphabetical sequence, the following classification title at the salary rate range/effective dates indicated: Resolution No. 2000-019 Page 1 of 3 62 Class Title Principal Management Analyst 5-Step Salary Rate Ranue Effective: 4-1-00 Annual 7-1-00 7-1-01 NO. (Min-Max) NO. No~ AM662 ($63,336-76,980) * b. designating the newly created classification title of Principal Management Analyst as Administrative Management by assigning the parenthetical identifier "(AM)" after this class title. *Salary Rate range to be determined per Section 3 of Resolution No. 96-095, as amended by Resolution No. 1999-042. **Salary Rate range to be determined per Section 3 of Resolution No. 96-095, as amended by Resolution No. 1999-042. 2. That the Annual Budget for Fiscal Year 1999-2000, as amended, is hereby further amended by allocating one Principal Management Analyst (AM) position at five- step Salary Rate Range No. 662. 3. That except as amended by this Resolution, ali other provisions of Resolution No. 96-095 and the Annual Budget for Fiscal Year 1999-2000 shall remain in full force and effect. 4.
