HomeMy WebLinkAbout2000-060 - Amend Resolution No. 82-110299 RESOLUTION NO. 2000-060 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA TO AMEND RESOLUTION NO. 82-110 TO EFFECT CERTAIN CHANGES IN THE CITY'S BASIC CLASSIFICATION AND COMPENSATION PLAN AND TO AMEND THE CURRENT ANNUAL BUDGET TO REALLOCATE TWENTY POSITIONS WHEREAS, Section 1004, Article X of the City Charter of the City of Santa Ana requires the City Manager to prepare, install and maintain a position classification and pay plan subject to civil service rules and regulations and the approval of the City Council; and WHEREAS, on August 2, 1982, the City Council passed and adopted Resolution No. 82-110 revising and re-establishing the Basic Classification and Compensation Plan for all Officers and Employees of the City of Santa Ana; and WHEREAS, on June 19, 2000, the City Council passed and adopted Ordinance No. NS-2431, which establishes the City's Annual Budget authorizing position allocations for Fiscal Year 2000-2001, and which sets forth the requirement that alterations in the allocation of authorized positions be reviewed and approved by the City Council; and WHEREAS, in 1998 Congress passed the Workforce Investment Act (WIA), which effective July 1, 2000 replaced the 1982 Job Training Partnership Act (JTPA) as the mandate for implementation of the City's workforce development programs at the Santa Ana WORK Center; and WHEREAS, the WORK Center's classification structure is currently modeled to reflect the requirements of the old JTPA program; and WHEREAS, to comply with the requirements of the new WIA legislation, it is proposed that the WORK Center classification/compensation structure be modified to allow for maximum efficiency and responsiveness in meeting WIA program goals, while at the same time ensuring that pay rates assigned to each class title in the new four level classification series are internally equitable and commensurate with the scope, complexity and level of responsibility of duties performed; and WHEREAS, WIA funds have been received through designation of the City as a Workforce Investment Area, and WHEREAS, the Executive Director of the Community Development Agency proposes that the pay level assigned to Graphics Supervisor be adjusted in order to recruit and retain qualified applicants for this new position title; and Resolution No. 2000-060 Page 1 of 4 300 WHEREAS, it is now desired to amend Council Resolution No. 82-110, and the Fiscal Year 2000-2001 Annual Budget, in order to effect these changes. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA: That Section 3 of Resolution No. 82-110, as amended, is hereby further amended by: adding, in alphabetical sequence, the following class titles at the monthly salary rate ranges shown below: Class Title 6-Step Salary Rate Range (AA-E) Effective 9-16-00 Annual Salary No. (Min-Max) Workforce Specialist I Workforce Specialist Il Workforce Specialist III Workforce Specialist IV 518 543 563 618 $31,356-40,020) $35,400-45,180) $39,036-49,824) $51,084-65,208) adjusting the six-step pay level assigned to the classification Graphics Supervisor from Salary Rate Range No. 594 to No. 603 ($47,448-60,612 annual salary), effective 7-1-2000. That Section 3.1 Special Compensation Provisions (Applicable to Full Time Civil Service Employees Only, Unless Otherwise Specified) of Resolution 82-110, as amended, is hereby further amended by: adding the following pay designation "uu" to the list of special compensation provisions: "(uu) Incumbents in the class of Workforce Specialist II who, at the discretion of the appointing authority, are regularly and continuously assigned to serve in a "lead" supervisory capacity, overseeing the day-to- day operations of an assigned work unit, will be paid an additional ten (10) salary rate ranges (5%) above the current base monthly salary step to which he or she would otherwise be entitled." adding the following pay designation "vv' to the list of special compensation provisions: Resolution No. 2000-060 Page 2 of 4 301 FROM No~_= of Current Pos. That except as stated otherwise above, this Resolution shall be operative from and after September 16, 2000. ADOPTED this 18TM day of September, 2000.
