HomeMy WebLinkAbout2001-006 - South Coast Air Quality Management District's Mobile SourceRESOLUTION NO. 2001-006 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA APPROVING APPLICATION FOR THE SOUTH COAST AIR QUALITY MANAGEMENT DISTRICT'S MOBILE SOURCE AIR POLLUTION REDUCTION REVIEW COMMITTEE'S ALTERNATIVE FUELS SUBVENTION FUND MATCH PROGRAM BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS FOLLOWS: Section 1. The City Council of the City of Santa Ana does find, determine and declare as follows: A. AB 2766 (1992), codified at Health & Safety Code section 44220 et seq., calls for the creation of the Mobile Source Air Pollution Reduction Review Committee ("MSRC"), which Is required to develop a Work Program for evaluating programs, evaluate said programs, and make a final recommendation to the South Coast Air Quality Management District ("SCAQMD") Governing Board as to which programs and/or projects would be funded for reducing air pollution using funds derived from the state vehicle registration fee discretionary fund. B. SCAQMD is requiring public entities with fleets of 15 or more vehicles to purchase alternative fuel street sweeping and other heavy-duty vehicles beginning July 1, 2002. During the first year of the implementation of this mandate, nine of these vehicles need to be replaced from the City's fleet. C. After an analysis of alternative fuel options based on the latest technology application and fuel availability criteria, the Fleet Manager has determined that Compressed Natural Gas (CNG) is the best alternative fuel to meet the City's needs. The projected expense for each new CNG vehicle is approximately $40,000 higher than the cost for a diesel fueled vehicle. In addition, a CNG refueling station facility needs to be constructed. The estimated cost for Phase I of the refueling infrastructure is $155,295. D. As one of its programs under AB 2766, the MSRC is currently offering a special matching grant program to subsidize public entities for the cost of building the alternative fueling infrastructure as well as the purchase of the alternative fuel heavy- duty vehicles. The MSRC requires the City to use its Air Quality Fund Revenues to provide the matching funds at the following rates: A fifty percent (50%) match against City Air Quality Funds applied towards qualifying alternative-fuel refueling infrastructure; and Resolution No. 2001-006 Page 1 of 3 (ii) A one hundred percent (100%) match for the purchase of qualifying vehicles with a cap of no more than $20,000 per vehicle. E. Under the MSRC's program, a city or county applicant must adopt a resolution authorizing submission of an application for matching funds for each project. Section 2. The City Council hereby authorizes the submittal of grant applications to the MSRC for all available funds under the Alternative Fuels Subvention Fund Match Program and, if such funds are available and granted to the City, authorizes the implementation of the proposed project. The City Council further commits the City and directs the City's staff to comply the project implementation schedule reflected in the application. Section 3. The City Attorney is directed to prepare and the Executive Director of the City Manager or designee, is authorized and empowered to execute, in the name of the City of Santa Ana, all necessary applications, contracts, payment requests, agreements and amendments hereto for the purpose of securing grant funds and to implement and carry out the purposes specified in the grant application.
