A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA RECOMMENDING THAT THE CALIFORNIA
AIR RESOURCES BOARD CONTINUE ANY DECISION ON
IMPLEMENTATION OF THE ZERO EMISSION VEHICLE
MANDATE
WHEREAS, air pollution is one of the leading causes of illness in Southern
California, and
WHEREAS, mobile source emissions account for more than 60 percent of the air
pollution in the South Coast region, and
WHEREAS, on January 25, 2001, the California Air Resources Board (CARB) is
scheduled to make a decision on implementation of the Zero Emission Vehicle (ZEV)
mandate, and
WHEREAS, the clean air goals that lead to the ZEV mandate are still valid;
however, the mandate can be improved to maximize the return on the investment of
resources in terms of cleaner air, and
WHEREAS, encouraging investment in other technologies, such as fuel-cell
powered electric vehicles, hybrids, or compressed natural gas, can potentially provide
higher levels of air quality improvement, thereby protecting public health and providing
quicker relief to communities that suffer from air quality impacts, and
WHEREAS, it is likely that significant costs of supporting the ZEV mandate -
installation and maintenance of charging stations, the cost of supporting electric vehicle
flee;.s, increased costs of conventional vehicles and other unforeseen costs - will fall
upon cities as unfunded mandates,
NOW THEREFORE BE IT RESOLVED:
That the City of Santa Ana recommends that the California Air Resources
Board delay any decision on implementation of the Zero Emission Vehicle
mandate and consider alternatives that will establish a performance-based
approach to attaining air quality goals, with an emphasis on protecting
public health while exploring all alternative fuel technologies, and
That the City of Santa Ana requests CARB to further study the costs to
local governments of the ZEV mandate, meet with representatives of local
governments and representative organizations such as the League of
Cities, and to cooperatively develop recommendations on how to reduce
any fiscal impacts that might result from the mandate.
