HomeMy WebLinkAbout2001-029 - Minnie Street Coalition Family Resource CenterRESOLUTION NO. 2001-029 A RESOLUTION OF THE CITY COUNCIL OF SANTA ANA AUTHORIZING THE SUBMITTAL OF AN APPLICATION FOR FUNDING FROM THE COUNTY OF ORANGE, SOCIAL SERVICES AGENCY, FOR THE MINNIE STREET COALITION FAMILY RESOURCE CENTER BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS FOLLOWS: Section 1. The City Council of the City of Santa Ana hereby, finds, determines and declares as follows: The City of Santa Ana, through the Parks, Recreation and Community Services Agency, has developed and implemented numerous grant funded programs designed to assist at-risk youths and their families, with a key element of this effort being the Corbin Family Resource Center, which was funded in 1998 by the County of Orange, Social Services Agency. As a funded partner of the Corbin Family Resource Center, the Parks, Recreation and Community Services Agency conducts services as part of a collaborative partnership addressing the issues of child abuse and domestic violence, through professional service providers, with the City providing site coordination and case management. The Parks, Recreation and Community Services Agency has participated as a partner of the Minnie Street Coalition ("Coalition") for several years. The Coalition has met on numerous occasions to develop a strategy to bring a Family Resource Center to the Minnie Street area. Do The City now has the opportunity to apply for funding to develop and implement a second Family Resource Center in the Minnie Street Area. Due to the City's experience with the Corbin Family Resource Center, the Coalition has asked that the City of Santa Aha act as the lead agency for the grant application, and serve as the pass through for the funding. The grant consists of $300,000.00 per year, for three (3) years. If awarded said grant, the City will enter into an agreement with the County of Orange and the other Coalition partners to implement necessary services. The professional partner agencies will provide the direct services, the City will pay the invoices to funded partner agencies for the services defined in said agreements, and will submit requests for reimbursement from the County of Orange. Resolution No. 2001-029 Page 1 of 2 The Minnie Street Coalition partners that will be included in the agreement with the County of Orange and the City, upon an award of funding, include The Cambodian Family, Kennedy Elementary School, Child Guidance Center, Inc., and Human Options. Section 2. The City Manager or his designee is hereby authorized and directed to apply for grant funding from the County of Orange Social Services Agency for the Minnie Street Coalition. Section 3. Appoints the City Manager, or his designee, as agent for the City of Santa Ana to conduct all negotiations, execute and submit all documents, including but not limited to applications, agreements, amendments and payment requests which may be necessary for the completion of the aforementioned grant.
