HomeMy WebLinkAbout2001-073 - Amend Resolution Nos. 82-110, 91-066RESOLUTION NO. 2001-073 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA TO AMEND RESOLUTION NOS. 82-110, 91- 066 AND 96-095 TO EFFECT CERTAIN CHANGES TO THE CITY'S BASIC CLASSIFICATION AND COMPENSATION PLANS BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS FOLLOWS: Section 1: The City Council hereby, finds, determines and declares as follows: Section 1004, Article X of the City Charter of the City of Santa Ana requires the City Manager to prepare, install and maintain a position classification and pay plan subject to civil service rules and regulations and the approval of the City Council. Bo On August 2, 1982, the City Council passed and adopted Resolution No. 82-110 revising and re-establishing the Basic Classification and Compensation Plan for Officers and Employees of the City of Santa Ana; and on July 1, 1991, the City Council passed and adopted Resolution No. 91-067, amending said Basic Classification and Compensation Plan to designate certain classes of employment as Unaffiliated Confidential (UC) and to set forth certain levels of salaries and benefits for these classes. On July 1, 1991, the City Council passed and adopted Resolution No. 91- 066, re-establishing the Basic Classification and Compensation Plan for classes of employment designated as unrepresented Executive Management (EM) and Middle Management (MM); and on November 18, 1996, the City Council passed and adopted Resolution No. 96-095, establishing the Basic Classification and Compensation Plan for unrepresented classes of employment designated as Administrative Management (AM). With the adoption of the Annual Budget for Fiscal Year 2001-2002, the City Council authorized certain organizational, staffing, and compensation changes which affect a number of class titles in the City's Basic Classification and Compensation Plans. it is now desired to amend Council Resolution Nos. 82-110, 91-066 and 96-095 to effect these changes. .Section 2: That Section 3 of Resolution No. 82-110, as amended, is hereby further amended by: Resolution No. 2001-073 Page 1 of 4 deleting the following vacant and now obsolete classification titles: Community Library Supervisor Employment Services Assistant Employment Services Associate Employment Services Compliance Technician Employment Services Technician Housing Development Analyst Library Outreach Supervisor OCJP Program Coordinator Reemployment Coordinator deleting the titles of Principal Planner and Supervisor of Inspections from this resolution, in order to transfer them to Resolution No. 96-095. adding, in alphabetical sequence, the following class titles at the six-step monthly salary rate ranges indicated: 6-Step Salary Rate Range (AA-E) Effective 7-01-01' Annual Salary Class Title No. Supervising Buyer 617 Supervising Accounting Assistant 577 Supervising Librarian 605 (Min-Max) ($50,832-64,896) ($41,808-53,376) ($47,928-61,212) *Salary Rate Range does not include any increases that may result from negotiations between the City of Santa Ana and SEIU currently in progress. adding, in alphabetical sequence, the following class titles at the five-step monthly salary rate ranges indicated: 5-SteD Salarv Rate Ranoe (A-El Effective .6-04-01 Annual Salary_ 7-01-01 7-01-02 Class Title No. (Min-Max) No. No. Police Evidence and Supply Specialist 554 Police Evidence and Supply Supervisor 574 ($37,356-45,408) 563 ($41,184-50,076) 583 572 592 changing the existing class titles as listed below, at no change in currently assigned salary level: Resolution No. 2001-073 Page 2 of 4 .F, rom Animal Control Officer I Animal Control Officer II T_Do Animal Service Officer I Animal Service Officer II providing an equity salary adjustment to the following Unaffiliated Confidential (UC) class title assigned to a six-step salary rate range: 6-SteD Salary Rate Ran(~e (AA-E/Effective 7-1-01' FROM Annual Salarv Class Title No. (Min-Max~ Payroll Assistant (UC) 540 ($34,884-44,520) TO Annual Salarv No. CMin-Max) 554 ($37,356-47,688) *Salary Rate Range does not include any increases that may result from negotiations. Section3: That Section 3.5.2 of Resolution No. 82-110, as amended, is hereby further amended by adding, in alphabetical sequence, the following represented part time classification title, assigned to the five hourly pay steps set forth below: Basic Hourly Wa(~e Rates Effective 7-1-01' Classification Title Permit Parking Aide Step A Step B Step C Step D SteD F_- $15.27 $16.04 $16.85 $17.68 $18.57 *Salary Rate Range does not include any increases that may result from negotiations between the City of Santa Ana and SEIU currently in progress. Section 4: That Section 3B of Resolution No. 91-066, as amended, is hereby further amended by: changing the existing unrepresented middle management class title of Information Systems Manager (MM) to Information Services Manager (MM), at no change in salary rate range. Section 5: That Section 3 of Resolution No. 96-095, as amended, is hereby further amended by: a= adding, in alphabetical sequence, the following unrepresented administrative management class titles at the salary rate ranges indicated: 5-Step Salary Rate Range {'A-E) Effective 7-1-01' Annual Salary Class Title No. (Min-Max) Principal Planner AM693 Supervisor of Inspections AM678 ($73,680-89,556) ($68,472-83,244) Resolution No. 2001-073 Page 3 of 4 designating these classifications as unrepresented Administrative Management by adding the parenthetical identifier (AM) next to their class titles. *Note: Salary does not include any increase as will be determined per Resolution No. 96-095, as amended by Resolution No. 1999-042 (Section 2). Section 6: That except as amended by this Resolution, all other provisions of Resolution Nos. 82-110, 91-066 and 96-095 shall remain in full force and effect. Section 7: That except as stated otherwise above, this Resolution shall be operative from and after July 1, 2001. ADOPTED this 4th day of June. 2001.
