Frank J. Drake, 13812 Beach Boulevard; Westminster, of' Voorhiea,' Tr~t~e &
Nelson~ Inc., rep~esem~i~g the appellant, explained the compensations
i~eorporated in the plans to offset the high density design, which was
Judged to be the most economical use of the property. In response to
Mayor w~11 's suggestion, Mr. Drake agreed ~hat the plmus could be revised
to lesae~ the density.
D~uglaa 01ark, 1510 North Marless Drive, spoke, in opposition to the
proposed development because two-story apartments would create an auto-
court type of struct~re, which would commercialize the area and would
create traffic problems and fire hazards. Mr. Clark said that Mr. Pettit,
and Mr. and Mrs. Underwood had t~tcated to ~m their opposition to such a
plan of cons~ction; that Glemu Farmer, whose laud is adjacent, and Mr.
Sherman, had expressed to him their opposition. He indicated, however,
that t~e neighborhood was not opposed to apartments, but objected to the
two-story, high density develolmzent proposed. Mr. Clark presented a
petition in opposition with about forty signatures, and on motion of
Councilmau Eabbard seconded by Counc~m~ Harvey and carried, Council
received and ordered filed the petition.
P. J. S~ith, 1509 ~arless DriVe, also spoke in opposition, ~oting there
would be a serious parking problem. There being no further testimonY,
the hear~E was closed.

filed a petition signed by lB members
of the Inter,City Coordination Sub-c~mmit~ee of the Citizens A~visory
~ittee for reinstatement to membership on the Citizens Advisory Coe~ittee
of .any dismissed person, including ~rs. Janice Boer, and requesting that
the Council' establish definite rules for momharship and procedure for the
e.~.=~lt~ee, effective no later than June 1, 1964.
Joe G~"~W~r, 308 West 4th Street, read the letter dated April 9, 196~
submitted, with the petition to the City Council, noting he understood there
could not have been more than 6 valid s~_=n-tUres on the petition requesting
Mrs. Boer's dismissal and ~ere Were 13 asking her reinstatement.
Councilman. ~arvey expressed surprise that the commztttee ha~ continued to
meet ~ith Mrs. Boer as chairman after her removal by the City Council.
Mrs. Janice Boer, 912 North Lowell, stated that she had been advised by her
attormey that until by-laws are established, there is no such c..~ttee in
existence and the group is entitled to meet.
J. Ogden Markel, 181~ South Patton, r~rked that too many persons on the
Citizens Advisory ~ttee do not live in the city and da n~t have the
City's ~est interest at heart.
