A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA INCREASING THE ANNUAL UNALTERED
DOG LICENSE FEE AND ADDING A BITE QUARANTINE
FEE, LATE PENALTY FEE AND ADOPTION FEES TO THE
MISCELLANEOUS FEE SCHEDULE

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS
FOLLOWS:
Section 1. The City Council of the City of Santa Ana hereby finds, determines
and declares as follows:
The City of Santa Ana Animal Services Section has incurred increased
costs of providing Animal Services to the community. Increasing the fee
imposed on unaltered dog owners will not only help defray the increased
costs but serve as an incentive for responsible pet owners to have their
animals spayed or neutered.
The City currently does not impose a bite quarantine fee on dog owners.
In situations where a dog bites a non-family member, the dog may be
quarantined at home rather than at the animal shelter due to space
constraints at the shelter. As a result, animal services officers are
required to make a dog bite report which may take up to one hour to
complete and further make a follow up visit to the quarantine site. The
proposed fee of forty dollars ($40.00) is less that the total costs that would
accrue if the dog were placed in quarantine at the animal shelter.
The City previously imposed a late penalty fee of ten dollars ($10.00)
when a dog owner failed to timely procure a dog license pursuant to Santa
Ana Municipal Code section 5-51(c). An average of 25% of all dog
licenses are paid late and require collection efforts by the Director of
Finance. Due to increased costs of administering the program, which
includes staff time and postage costs, it is appropriate to add this fee to
the miscellaneous fee schedule. The proposed fee of fifteen dollars
($15.00) reflects the associated costs.
Cat and Dog Adoption fees were previously charged in conjunction with
contracted for veterinary services. The City desires to operate a City run
Animal Shelter and it is appropriate to add the adoption fees to the
miscellaneous fee schedule.
The City Council incorporates herein, as though fully set forth, the Request
For Council Action accompanying this resolution.

Section 2. The City Council hereby increases and establishes the following
fees relating to Animal Services.
A. The annual unaltered dog license fee is hereby increased to $40.00.
A bite quarantine fee is hereby established in the amount of $40.00 per
bite incident.
A late license penalty fee is hereby established in the amount of $15.00
per license obtained after 30 days said license is required.
A Cat Adoption fee in the amount of $55.00 and a Dog Adoption fee in the
amount of $75.00.
Section 3. That without further action of the City Council the annual unaltered
dog license fee, bite quarantine fee, late penalty fee and adoption fees shall be
incorporated into the City's Miscellaneous Fee Schedule.
