The meeting ~as called ~o order at 7:30 p.m. ~ln the Council Chambera, 217 North
Main Street. Roll call was anSwered by Councilmen~ Royal E. Hubbard, Harry H.
Harvey, James Gilmore, Henry H. Schlueter, and Mmyor AK Alle~' Hall. Following
the Pledge of Allegiance to the Flag, the Invocatio~ was delivered by the
Reverend Wilbur Fix, Evangelical United Brethren Church .....

approved.
The Mayor called for the Clerk's
report of bids filed for purchase of
surplus proper~y ak 1Bl~ West 3rd
Street. There being none, the Mayor
called for oral bids, A bid of $6,000.00 subject to a ninety-day escrow was
received from Frank Pope, 1151 W. 17th Street. Also biddf~g were Martin Cohen,
519 N. Grand, and Stanley Goul~l, 1109 Ruth Circle, as follows:

There being no response to three further calls for bids, the property was

requesting an adult crossiug guard, he ~eeeived and f&led.
Mayor Hall outlined the school boy patrol system and suggested cooperation with
parents and School Board in establishing such & program ~ a long range objective.
The City Manager reported the City's investigation in 1962 of this location at
which time warrants for a guard were met. ~
Mrs. Headlee stated there are not enough older boys at the school this year or
next to m an the pat~ols,~but the parents would be willing'towork toward that
objective. ·
On motion of Counci~w~ Harvey, seconded hy Councilman Gilmore and carried, Council
authorized establistm~nt of an adult crossing guard, effective Immediately, for
the remainder of the school year,~d for next school year during which time
efforts will be made to establish a school boy patrol program.

spoke em Behalf of his clients, who are protesting excessive ~ibration of hones
caused by ext~actien equipment at Bo-Peep Laundry, 2669 N. Main.
Kenneth Westering, 2105 N. Louise, ewner of properties at 2675 N. Main, 2677
N. Main and 114 Owens Drive~ read a statement declaring that the Director of
Building and Safety had not inspected his properties; described the dangers
from the vibrations and made the following rec.-~m-~dations: that a restraining
order Be issued against the laundry; that a disinterested group of technicians
make an investigation; that the laundry ewner be c~m~elled to repair and paint
damaged dwellings; an~ that all mxisances disturbing the tenants cease ~"ediatel~.
On motion of Counci]~-~ Hubbard, secendad by Councilman wa~vey and carried, the

The City Attorney reported that the Building and Safety Department had made an
investigatien of properties, other than Mr. Weetring's since he has tenants in
his, and there was not sufficient evidence to Justify a lr.,blic nuisance action.
The B~ilcling a,.~ Safety Director reported that it would Be very difficult to
evaluate how much vibration it takes to create this type of damage, and that
his department had no wa~ in which to measure the viBratie~s.
On motion of Counc~]~ Hubbard, seconded by Councilman Wa~vey and carried,
Co~ucil authorized the staff to investigate and report en the properties belong-
ing to Mr. Westering.

been filed:
V.A. 1922, CALLAHAN - c~astruct duplex on R 1 lot at 2202 Oak -
APPROVE).
V.A. 1923, CLARE - c~astruct duplex en R 2 lot having existing
single family residence at 302 N. Baker - APPROV]~.
V.A. 1926, E~:,.~E - expand motel operation into R 2 B zone which
reduces required front yard and waives required rear yard at 118
Flora - APPROV~.
V.A. 1927, LUCAS - construct addition between ~xisting garage and
main buil~liug reducing required rear yard at 2011 N. Alona- APPROV~.
C.U.P. 170, FIRST CONGREGATIONAL CHURCH - utilize existing church
