HomeMy WebLinkAbout2002-011 - Amend Resolution Nos. 82-110 and 91-066RESOLUTION NO. 2002-011 A RESOLUTION OF THE CITY COUNCIL OF THE CiTY OF SANTA ANA TO RECLASSIFY ONE POSITION, AMEND RESOLUTION NOS. 82-110 AND 91-066 TO CHANGE THE TITLES OF SEVERAL ENGINEERING CLASSIFICATIONS, AND AMEND THE CURRENT ANNUAL BUDGET BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS FOLLOWS: Section 1: The City Council hereby finds, determines and declares as follows: Section 1004, Article X of the City Charter of the City of Santa Ana requires the City Manager to prepare, install and maintain a position classification and pay plan subject to civil service rules and regulations and the approval of the City Council. On August 2, 1982, the City Council passed and adopted Resolution No. 82-110 revising and re-establishing the Basic Classification and Compensation Plan for Officers and Employees of the City of Santa Ana. C= On July 1, 1991, the City Council passed and adopted Resolution No. 91- 066, re-establishing the Basic Classification and Compensation Plan for classes of employment designated as unrepresented Executive Management (EM) and Middle Management (MM). D= On June 18, 2001, the City Council passed and adopted Ordinance No. NS-2474, which establishes the City's Annual Budget, authorizing position allocations for Fiscal Year 2001-2002, and which sets forth the requirement that alterations in the allocation of authorized positions be reviewed and approved by the City Council. The City Manager proposes to reclassify one (1) full time position and to reallocate that position to an existing classification in the current Annual Budget. F. The Executive Director of the Public Works Agency proposes title changes to Several enginee~r~ng classifications. G. It is now desired to amend Council Resolutions No. 82-110, as amended, No. 91-066, as amended, and the Fiscal Year 2001-2002 Budget, as amended, in order to effect these changes. Resolution No. 2002-011 Page 1 of 3 Section 2: That the Annual Budget for Fiscal Year 2001-2002, as amended, be further amended by reallocating one (1) Senior Management Assistant (Exempt) (UC) position to the existing Administrative Management classification of Assistant to the City Manager (AM). Section 3: That Section 3 of Resolution No. 82-110, as amended, is hereby further amended by changing the following existing classification titles at no change to the six-step salary rate ranges currently assigned: From Associate Engineer Associate Engineer Associate Engineer Associate Engineer/Transportation (T) Survey Supervisor ?_9o Senior Civil Engineer* Senior Traffic Engineer* Senior Engineer* Senior Traffic Engineer Senior Land Surveyor *Incumbents in the classification of Associate Engineer will be placed in the Senior Engineer classification title that reflects the specialty area in which they have received State certification. Section 4: That Section 3B of Resolution No. 91-066, as amended, is hereby further amended by changing the following existing unrepresented Middle Management classification titles, at no change to the fifteen-step salary rate ranges currently assigned: From Senior Civil Engineer (MM) Construction Engineer (MM) Traffic Engineer (MM) T._go Principal Civil Engineer (MM) Principal Civil Engineer (MM) City Traffic Engineer (MM) Section 5: That except as amended by this Resolution, all other provisions of Resolutions No. 82-110, as amended, No. 91-066, as amended, and the FY 2001-2002 Annual Budget, as amended, shall remain in full force and effect. Section 6: That except as stated otherwise above, this Resolution shall be operative from and after its date of adoption. ADOPTED this 19th day of February, 200~~. ^.
