The meeting was called to order at 7:30 p.m. in the Council Chambers, 217 North
Main Street. Roll call,was answered by Councilmen Royal E. Hubbard, Harry H.
Harvey, James Gilmore, Henr~ H. Schlueter, and Mayor A. Allen Hall. Following
the Pledge of Allegiance to the Flag, the Invocation was delivered by the
Reverend Geralxl Bash, First Christian Church.
RESOL~TION OF Mayor Hall, on behalf of the Council,
CO~ENDATION expressed appreciation to Hugh For-m--~
for his eleven years of service with the
City as Director of Public WorkS and
wished h/m success in his new position. It was moved by Council~m-~ Hubbar~l,
seconded by Councilman Gilmore, that a resolution of comaen~ation be adopted.
A unanimous ballot was cast by the chair.
CONCESSION STANDS

discussion and action in the following
matter because of a conflict of interest.
The City Manager reported that & low bid
of $16,792.00 had been received for the construction of concession stands at
the Municipal Stadium~ that in his opinion it was too much money for the City
to invest for this purpose.
On motion of Councilman Hubbard, seconded by Councilman Schlueterand"carried,
Council re~ected all bids, and directed the staff to investigate other procedures
to find a solution at a more rational cost.

Fr-B~ Bueche, 1621 East 17th, representing the applicant, agreed ~o.,a ,~5'[:o~t
R 1 D buffer strip and to the planting, landscaping, and other beautii~ing
aspects of the property when built under the C 4 zoning. Paul Greenwood, 1401
E. 15th, representing residents and owners along 15th Street ~nd Linwoo~ Street,
voiced support of the application as long as the landscaping was guaranteed and
as long as there is a 75 foot buffer from the back~ar~s of residences to the
first building.
In answer to a question from ~ayor Hall, Mr. Bueche stated he understoo~ the
requests regarding landscaptn~ and the applicant agreed to provide it. In
answer to a question from Vice ~ayor Hubbard, the Plan~ing Director stated
Co~e provisions for the C 4 district require approval of a plot plan, and the
staff would not approve a building permit unless the landscaping reqUirements
discussed ~re sho~n on the plot pla~. There being no further testimony, the
hearing was closed.
It was moved by Counci!-~- Hubbard, seconded by Councilman ~arvey and' carried,
that the Council approve reclassification ~nd instruct the City Attorney to
prepare an amending ordinance according to Exhibit AA 4~ 2.

the zone in which the subject property lies (R ~ ~) is to prevent increase in
value of property so that it can Be purchased for parWt~E for c~rcialuses;
that, in his opinion, if it were developed with apal~cmeuts it w~ulA, in fact,
increase parking problems; that this deprives the owners of the right to develop
to the ult~nate use of their land. ~r. Nisson su~mitted a par~ng pla~, not~
that if the application is approved, one doctor would he moved frc~ the Broadway
Building to the Durant Street Building.

fact that the application stated "none" on questions regarding special circu~-

of right of way for the improvement of

buildings sold at auction, with the
requirement that they be removed Before June 1, 196~, have not yet been removed,
and requested a Council directive that they be removed ~mmediately~ inasmuch
as the project is ready to be put to bid.
On motion of Councilman Hubbe~d, seconded by Councilmau Schlueter and carried,
the City Council ordered that the owners of the buildings shall remove the
buildings f~x~th; otherwise, the City shall proceed with the demolition of
the buildings and the cost of such demolition shall be applied against the
F~rchase price of the owners.
