A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA ADOPTING THE AWARD PROGRAM FOR
OUTSTANDING HISTORIC PRESERVATION PROJECTS

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS
FOLLOWS:
Section 1. The City Council of the City of Santa Ana hereby, finds, determines
and declares as follows:
On April 1, 2002 the City Council conducted a public hearing on the
adoption of the award program for outstanding historic preservation
projects.
Last year the City Council approved an incentive program for owners of
historic properties. One component of the incentive program for owners
of historic properties is an awards program for outstanding projects related
to historic preservation.
At its meeting on March 7, 2002, the Historic Resources Commission
voted, by a vote of 8:0 (Gartner absent), to recommend to the City Council
to approve the City of Santa Ana Award Program for Outstanding Historic
Preservation Projects. The Historic Resources Commission
recommended the following award categories:
Restoration Award - For exceptional restoration of an historic
resource to its original beauty. Restoration includes the re-use and
refurbishment of existing facilities and materials, and/or returning a
building to its original condition.
Rehabilitation Award - For exceptional rehabilitation of an historic
property's exterior structure. Rehabilitation includes use of new
materials and the reconstruction of original architectural features to
restore the structure or site to its original appearance.
Award of Merit - For any significant measure taken to forward the
goals of historic preservation.
Historic Beautification Award - For the historically appropriate
improvement of the setting in which an historic structure is placed.
This could be the landscaping, parking area, accessory structures,
etc.

Historic Infill Design - For new development that is completed in
a historic context either in a historic district or historically sensitive
area.
In accordance with the California Environmental Quality Act, the proposed
project is exempt from further review. Categorical Exemption
Environmental Review No. 2002-62 will be filed for this project.
Section 2. The City Council of the City of Santa Ana hereby approves the City of
Santa Ana Award Program for Outstanding Historic Preservation Projects with the
following award categories: Restoration, Rehabilitation Award, Award of Merit, Historic
Beautification Award and Historic Infill Design.
Section 3. This Resolution shall take effect immediately upon its adoption by the
City Council, and the Clerk of the Council shall attest to and certify the vote adopting
this Resolution.
