Roll call was answered by Councilmen Royal E. Hubbard, Harry H. w.~vey, Henry H. Schlueter, and M~yor A. Allen Hall. The Clerk repurtedthat notice of the Special Meeting was given as req,,~red by law ~ evidence thereof is on ADJOUam~NTTO On motiou of Councilman Hubbard, MAYOR'S OFFICE seconded by C~unci/man Harvey an~ carried, the meeting was adjourned at B:0B p.m. to the F~yor's Office, Room 303. The meeting was ~mmed/atel~ reconvened in the M~yor's office with the same Council members present. Co~xlcilm-n James Gilmore arrived at 3:02 p.m. and was present throughout the r-m-inder of the meeting, C/TY-COUNTY The reccm~endationto re-locate CMC C~£ma the County Jail and courts PROBI~E buildings outside the Civic Center area~ made to the Board of S~pervisors by A. C. Martin and Associates, was discussed by members of the City Councilwith representatives of the Cb.mber of C~erce, the D~wntown Santa Aha Association, and the Orange County Bar Association, and with Supervisor Featherly an~M=. Thumas of Orange Couaty. A statement of policy by the BeaUx% of Directors of the Santa Aha Chamber of C.-~-.~erce, urg~ the City to make ~ available at cost or a negotiated price, urging development of a City-County 1.~ use p~--~ an~ urging the Board cf Supervisors to dela~ acceptance of the Martin proposal was received and ordered filed on motion of Cou~cilm~ Hubbard, seconded by Councilman Schlueter an~ carrie~. A letter frem the Downtown Santa Aha Association, urging the Council to take every action available to assure retention of the Jail amd courts buildings, and offering to take part in the creation of a parking d/strict, was received and ordered filed on motion of Councl~ Hubbard, secom~ed by Councilmau Schlueter mud carried. The City Manager reviewed the history of the development of the Civic Center, the cost for acquisitiou of property and constructing street improvements in the area, and called attention to the years of P]"~"~E for Federal, State, County, and City needs in the Conter~ It was m~vedby Co~ucilmanHubbard, seco~dedbyCouncilm-- Warvey and carried, that the City Council authorize the Ms~vor to sign a letter to the Board of Supervisors assuring themthat the City Council willdo anything reasonable and legal to assist ia keeping this facility in the Civic Center, requestlngthe Board to postpone action on the Martin report, and expressing the City's willingness to confer and negotiate on the financial pro~l-m~ involved as they are ma~e known to the City.
