Roll call was answered by Councilmen Royal E. Hubbard, Harry H. Harvey, James Gilmore, Henry H. Schlueter, and Mayor A. Allen Hall. Following the Pledge of Allegiance to the Flag, the Invocation was delivered by the Reverend James Thomanm, Spurgeon Methodist Church. APPROVAL OF ~TES On motion of Councilman Hubbard, seconded by Councilmsu Schlueter and carried, the Minutes of the Regular Meeting of July 6, 1~6~ were approved as mailed. ASBESTOS CEMENT PIPE Council heard the City Manager's report regarding cement pipe in Spec. 481-26, action on which was held over to this meet~-ug, with his recommendation that all bids be rejected because the subdivision in which the pipe was to be used will not be going forward at this time. On motion of Councilman Hubbard, seconded by Co~ucilman Schlueter and carried, Council ordered all bids be rejected. S~ Council heard the City Manager's report that only one bid was received for the construction of sewers in Projects S-B5 and S-36, ~which was ~5% higher than engineer's estimate, with a recommendation that Council reject the bid. On motion of Councilm~n Hubbard, seconded by Councilman Schlueter and carried, Council rejected the bid and ordered bid bond be returned. CERTIFICATE OF APPRECIATION M~ayor Hall presented a Certificate of Appreciation to Mro Paul V. Eby for his record of 12 years of service to the City as a member of the Personnel Board. HEARINGS - BUDGET June 27, 1964. Mayor Hall opened the hearing on the annual Budget 196~-65. The Clerk reported that notice of the hearing was published in The Register on Letters were presented from the Downtown Santa Aha Association~ requesting a street lighting program for the downtown central core area; fram the Chamber of Co~..erce, regarding the proposed controlled traffic plan of Orange County, and other traffic and street problems; from the Industrial Develop- ment Division of the Chamber of Commerce, requesting construction of Edinger Avenue from Meple to the East City Ltmtts and requesting City to urge County to develop Edinger from the East City L~mtts to Ritchey Street; and from the Chamber of Co-~-erce outlinfng rec~endations on refu~e collection charges, personnel needs and costs~ report.~E ~ forms requirements, self-support of cultural and recreational facilities, centralization of ~perations, accounting amd financial reporting, form and presentation of b-~Eet, am~ salary a~Justments for ~ayor and C~uncilmen. On motion of Councilman Ea~bar~, seconde~ by Councilm-~ Schlueter and carried, the letters were received and ordered filed. CITY COUNCIL - 13 - July 20, 196~ Bill .~hockey, Chairman of ~he City Tax an~ Finance Ccemittee, explained the eight rec~endations in the Chamber of Cc~erce letter. Ral Winter, ~anager, explained the Downtown Santa Aha Association's request for street Lighting. Frank Gelinas, Nmnager, explained the Chamber of Commerce requests regarding traffic and street problems. In answer to questions froze Mrs. Janice Boer, 912 N. Lowell, the City ~anager stated the wording in the Budget on right of way acquisition for Eighth Street ha~ been correcte~ an~ there was no duplication; the sewer study in conjunction with the General P!a~ was not in the 196~-65 Budget, having Been encumbered in last year's Budget; he wonl~ not recommend the City h~-~le its own cc~pensation insurance; and that the City ha~ not Been bille~ for legal counsel on the Newport-Dyer A~uexation. Mrs. Boer ~a~e suggestions regarcling the h~.l~?~ of another policewoman,' 1the use of more motorcycles in the Police Depart~f~, the purchase of a Gray Au~iograph to record Council proceedings, coat ra~k~ Tor the Chamber, rubber mat for the hall, and directional si~n in lobby for Chamber an~ elevator. Adam Schleining, 1335 Santiago, spoke in opposition to the Chamber's rec~,endation for billing each householder for refuse collection. There being no further testimony, the hearing was closed.
