The meeting wes called to order at 7:30 p.m. in the Council Chambers, 217 N.
Main Street. Roll call was answered by Councilmen Royal E. Hubbard, w,r~ry H.
Narvey, James Gilmore, Henry H. Schlueter, end Mayor A. Allen Hall. Following
the Pledge of Allegiance to the Flag, the Invocation wes delivered by the
Reverend Donald Sapp, Aldersgate Matho~ist Church, T~stin.
APPROVAL OF NIFdTES Om motion of Councilmam Hubbard,
seconded by Councilman Schlueter and
carried, the Minutes of the Regular
Meeting of September 8, 196~ and
the Adjourned Regular Meeting of September 15, 196~ were approved as malle~.
BID AWARD - Council heard the City Manager's
STREET $~EPERS report that the low bidder for two
street sweepers (Spec. 62~-10) did
not meet the specifications or
qualifications for sta~rd operation and maintenance cost. It wes moved by
Cou~cilma~ Hubbard, seccmded by Counci1~-- Schlueter that Counc~! order filed
the report of bids received and awar~ the contract to The Conveyor Ccmpa~ of
Los Angeles for the Mobil Sweeper~ and reject all other bids.
~en ~Ast~ ~eneral Manager of Dearth Machinery Company, presented Council with
additional ~m*ormation regarding other cities' experience with his co~pany's
sweeper~ and requested Council to postpone their ~ecision for additional studY
and machine demonstrations.
Eon Arnold~ representing The Conveyor Company, stated sweepers were bid and
would be delivered according to specifications.
The City Manaser explained that other cities, selected by staff ha~ been
contacted regarding their experience with sweepers, and he maintained his
recmmmemdation for awar~ of the contract without additional time. The motion
to awar~ the contract to The Conveyor Company of Los Angeles for the Mobil
Sweeper, an~ reject all other bids, was adopted.

incompatible with a~y zone.
Don Chriateson, ~Leveloper for the appellants, described the criteria used for
selectiu~ the location as bei~ ee~atibls, stating that the cemetery and
area would act as buffers; that there woul~ be little traffic. Mr. Christeson
gave facts concerning the 2~ sinilar hospitals in LeA o, 18 of which are in single
family districts of high value; and cite~l facilities in various other cities.
The~e being no further testinony, the hearing was close~l. After a discussion
with the l~lanni~g Director rega~ the legality e~A feasibility of the
appell-~t's pZa~ in regar~ to the Subdivision O~lin~nce~ it was ~oveel by
Co~nci~--~ Gil~ore, seconded by Council~aa ~arvey and carried~ that C~cil
overrule the action of the Pls~uiag Cel~ission and instruct the City Attorney
to prepare a resolution ~tl~, sub,oct to applicable conditions, yaria~ce
Mayor Hall and Oo~ncilRan Schlueter resumed their seats at the Council table.
Mr. Bueche state~ the property enmers did not sign the applicatiem; that he
hoped Council in their gr~nting of application woul~ or, er revised plot plan

assure fairness to properties to the south and east.
