Roll call was answered by Councilmen Royal E. Hubbard, Harry Ho Harvey, James Gilmore, Henry H. Schlueter, and Mayor A. Allen Hall. Following the Fledge of Allegiance to the Flag, the Invocation was delivered by the Reverend Karl 0verbeek, Parkview Reformed Church. APPROVAL 0FMINUTES DID- AD~2OMOBILES 196~ for six automobiles, Spec. 621-48. On motion of Councilman Hubbard, seconded by Councilman. Harvey and carried, the Minutes of the Regular Meeting of November 2, 196~ were approved as mailed. On motion of Councilman Hubbard, seconded by Councilman Bchlueter and carried, Council extended bid opening date to December 7, REAL PROPERT~ SALE Mayor Hall announced the sale of surplus real property at the northwest corner of Broadway and Ed~nger, with minimum bid of. $21,140. The Clerk read the one written bid received fr~a G. L. A. Develop- ment, 1621 E. 17th, in the amount of $21,2~0, accompanied by cashier's check. There being no response to three calls for oral bids, the property was ~eclared sold to G. L. A. Development, for $21,2~0.00. A.A. 522 SEGER~TROM Mayor Hall opened the hearing on Amendment Application 522 filed by Harold T. Segerstrcmproposing t~amend Sectional District Map 26-]-10 by reclassifying fram the R ~ to the R 1 district, property onthe north side of Talbert between Bristol and Fairviewo Resolution 570~ recommended approval. Jack Croul, representing Bohr Processing Corporation, 1603 W. Alton, objected to the application as being incompatible with their manufacturing use which is sixty feet away, statt~ R 4 provided buffe~people would have less children and would protest less to light, noise, and hours of nearby manufacturing uses and railroad. There being no further testimony, the hearing was closed. CAR STORAGE The City Manager reported that an investigation regarding illegal use of lots along Washington Avenue for storage of cars, as noted in a letter frc~ Joseph A. Mueller, supported the cc~plaint$ and that the City Attormey had ~een instructed to take appropriate action to enforce the City Ordinance. CROSSING GUARD The Manager asked for postponement of his report regarding request for crossing guard at Greenville and St. Gertrude submitted by Mrs. Jack A. Long~ecker, stating that NO PARKING signs have been installed and notices have beech sent t° property owners to remove encroachments from public right of ways. 0~ motion of Councilman ~bbard, seconded by Co~L~ci)~a~ Schlueter and carried, Council continued the matter until the meeting of December 7, 196~. HIGH SCHOOL TRAFFIC On motion of CoUnciLman Hubbard, ~ seconded by Councilman Schlueter and carried, Council postponed until the meeting of December 7, 196~ a rePort~ regarding request by Dr. Walter T. Flaherty for no parking on Flower between S:O0 and 6:OO p.m. SIGNAL On motion of CoUncilman Hubbard, seconded by Counc~lma~ Schlueter and carried, Council postponed until the meeting of December 7, 196~, a report regarding request from Garden Grove Elementary School District for a signal at intersection of Fairview and Trask. CROSSING GUARD The City Manager reviewed the analysis of crossing guard warrants pertaining to the intersection of Flower Street and 15th, in answer to a petition submitted by Mrs. C. Maly for a crossing guard at this corner; and recommended denial because warrants were not met. On motion of Councilman Hubbard, seconded CIT~ COUNCIL - 106 - November 16, 196~ by Counci~"n Schlueter and carried, Council ordered the report filed and denied the request. ~ ? D~I'VE APPEOACH Comncil considered a request frem He~ry D. Rockwell, 1327 S. Bristol, for access from Bristol to 1327 s. Bristol without a dedication of easement requested by the Plamuing Commission. Mr. Rockwell stated the d~iveway would alleviate the traffic on Bristol; that customers were not aware of the seven parking spaces at the rear of his property, since access was through the alley; that he was willing to accept restrictions of one way sig~s, but could not afford to gra~t the easement;amd that others in the block had not granted such easements. This fact was verified by the Plamni~g Director in amswer to the Mayor's question. O~ motion of Councilman Hubbard, seconded by Councilman Schlueter and carried, the matter was continued to December 7, 196~ so that Councilmen could examine area. AI~. APP. 512 On motion of Councilman Hubbard, seconded by Councilman Bchlueter and carried, Council ordered filed a letter from MarJorie W. Niles, 2702 N. Lowell Lane, regarding Amen~hnent Application 512, in which she protested granting of the rezoning. FINAL MAp 5653 Fi-al Map, Tract 5653 was filed by Oxbow T~c. to creatg 75 lots on the north side of Segerstrom, west of Bristol. It was moved by Counc~lm~ Hubbard, seconded by CO%lncilma~ Gilmore and carried, that Council approve Tract Map 5653, accept the dedications thereon, and authorize execution of the subdivision agreement. FINAL MAP 5695 Final Map, Tract 5695 was filed by Bear Btate Builders to create 12 lots on Bewley, north of Washington. It was moved by Cou~cilmam Hubbard, seconded by Councilman Gilmore and carried, that Council approve Tract Map 5695, accept the dedications thereon, and authorize execution of the subdivision agreement. RATFO~D K. MAT~-6S Mayor Hall a--ounced the City Attorney had ruled that there was no appeal to Council as requested by Rayfor~ K. Mathews regarding his failure to be pr~oted in the Police Department but Council could consider the other allegations in his affidavit as a citizen requesting to be hear~.
