A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA ANA INITIATING PROCEEDINGS FOR THE
FORMATION OF THE CITYVVlDE MAINTENANCE
ASSESSMENT DISTRICT

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS
FOLLOWS:
Section 1. The City Council of the City of Santa Ana hereby finds, determines
and declares as follows:
The Executive Director of the City of Santa Ana Public Works Agency has
prepared and presented to this City Council a report dated April 21, 2003
in which the Executive Director has presented recommendations for the
initiation of proceedings to form a city-wide assessment district within the
City in order to maintain certain improvements deemed to be of special
benefit to certain parcels of real property within the City.
The City Council now intends to initiate proceedings for the formation of
such a district through adoption of this resolution and introduction of an
ordinance establishing local procedures for creation of maintenance
assessment districts.
Section 2. The City Council of the City of Santa Ana hereby proposes the
formation of a special benefit assessment district, to be designated as the City of Santa
Aha Street Repair, Graffiti Removal, Park and Median Maintenance and Street Lighting
Maintenance Assessment District-2003 (hereafter, the "District") pursuant to the City
Assessment Procedures.
Section 3. The improvements to be provided and maintained by the District
are described as follows:
A portion of the cost operation and servicing of street and public lighting
systems and all appurtenant facilities inclL~ding, but not limited to, poles,
fixtures, bulbs, conduits, equipment including guys, anchors, posts
pedestals, and metering devices;
A portion o f t he operations a nd maintenance costs o f t he traffic s ~gnals
and appurtenant facilities;
A portion of the costs for the maintenance and servicing of street trees,
and landscaping improvements including-shrubbery, irrigation systems,

hardscapes, sidewalks, trails, street medians, fixtures, and appurtenant
facilities within public right-of-ways, parkways, city building grounds, and
designated easements;
A portion of the costs for the maintenance of park or recreational
improvements including but not limited to sports fields, lighting playground
equipment, play courts, landscaping, ornamental structures and public
restrooms, in public right-of,ways, parkway, s, parks, city building grounds,
and designated easements;
A portion of the costs associated with cleaning, sandblasting, and painting
of walls, or other improvements to remove or cover graffiti.
A portion of the costs for the maintenance of streets, roads or highways
including but not limited to pavement repair and rehabilitation, re-striping,
slurry sealing, and other services necessary to preserve the pavement life
and improve the flow of traffic.
Section 4. The District proposed to be formed shall be coterminous with the
boundaries of the City of Santa Ana.
Section 5. The Executive Director of the City of Santa Aha Public Works
Agency shall cause to be prepared by a qualified assessment engineer, and when
completed to be filed and presented to this City Council, a report (the "Engineer's
Report"), prepared in accordance with the City Assessment Code.
Section 6. This Resolution shall take effect immediately upon its adoption by
the City Council, and the Clerk of the Council shall attest to and certify the vote adopting
this Resolution.
