A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA TO AMEND RESOLUTION NO. 82-110 TO
AMEND THE CITY'S BASIC CLASSIFICATION AND
COMPENSATION PLAN TO ADD ONE NEW FULL TIME
CLASSIFICATION TITLE IN THE PARKS, RECREATION
AND COMMUNITY SERVICES AGENCY AND ONE PART
TIME CLASSIFICATION TITLE IN THE PLANNING AND
BUILDING AGENCY, AND AMEND THE CURRENT
ANNUAL BUDGET TO REALLOCATE ONE POSITION.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS
FOLLOWS:
Section 1: The City Council hereby finds, determines and declares as follows:
Section 1004, Article X of the City Charter of the City of Santa Ana
requires the City Manager to prepare, install and maintain a position
classification and pay plan subject to civil service rules and regulations
and the approval of the City Council.
On August 2, 1982, the City Council passed and adopted Resolution No.
82-110 revising and re-establishing the Basic Classification and
Compensation Plan for Officers and Employees of the City of Santa Aha.
On June 16, 2003, the City Council passed and adopted Ordinance No.
NS-2632 establishing the City's Annual Budget and authorizing position
allocations for Fiscal Y ear 2 003-2004. The Ordinance a Iso s et forth t he
requirement that alterations in the allocation of authorized positions must
be approved by the City Council.
It is the City's practice to assign job titles that reflect the duties and
responsibilities of the classification and are consistent with other
classifications within the City's organizational structure as well as with
comparable job titles in the labor market.
The Executive Director of Parks, Recreation and Community Services
proposes to create one (1) new full time classification title and reallocate
one full time position.
In order to continue to provide efficient and effective planning services
with diminished resources, the Deputy City Manager for Development
Services proposes to create one (1) new part time classification title.

Section 2: That Section 3 of Resolution No. 82-110, as amended, is hereby
further amended by adding the following classification title at the Salary Rate Range
and effective dates indicated:

Section 3: That section 3.5.2 Class Titles and Wa.qe Rates for Lonq-Term
Represented Cate.qories of Non-Civil Service Part-Time Employment of Resolution No.
82-110, as amended, be further amended by adding the following represented part-time
title, assigned to the five hourly pay steps set forth below:

Section 4: That the Annual Budget for Fiscal Year 2003-2004 shall be amended
by reallocating one position as shown below:

Section 5: That except as amended by this Resolution, all other provisions of
Resolution No. 82-110, as amended, and the Annual Budget for Fiscal Year 2003-2004,
as amended, shall remain in full force and effect.
Section 6: That except as stated otherwise above, this Resolution shall be
operative from and after July 7, 2003.
