The Mayor announced that this is the time and place for the public hearing
on the proposed Citywide Maintenance Assessment District No. 2003. He
further noted that the purpose of the hearing is to permit testimony on the
proposed assessments as well as to permit property

owners to file their ballots if they have not done so, or to change their
ballots if they previously voted.
The following members of the public addressed the Council in opposition
to the proposed creation of a maintenance assessment district: Sharon
Yates, Justin Thomas, Donald Rogers, Jose Aguevegue, Ricci Zukerman,
Ben Grabiel, Teri Sprague, Howard O. Kieffer, Glen Stroud, Larry Day,
and A. Jacques; Desi Reyes spoke in support of the proposed
assessment district.
The Mayor closed the public hearing and announced that all balloting
would cease.
Council discussion ensued.
Direct the Clerk of the Council to tabulate the ballots and return with
the results for certification by the City Council at the meeting of July
21, 2003.

PUBLIC COMMENTS
Roy Melcher, Dave Lopez, Maria Sandoval, Robert Henson, Virginia L.
Avila, Erma Garcia, and Desi Reyes expressed their concerns about the
Council's recent vote on the design and installation of a Little Saigon
monument sign at First Street and Harbor Boulevard.
Chuck Bordenave addressed the Council on matters related to the
assessment district and the Little Saigon monument sign.
John Wesson addressed the Council in opposition to the Little Saigon sign
and the increase of balloons and banners on Harbor Boulevard

James Robert Reede and Alma Ramirez raised concerns about police
incidents in Anaheim and complaints about Santa Ana's Community
Preservation Division
James Kendrick invited members of the City Council and the public to the
annual Wilshire Square Summer Concert to be held on Saturday, July 26,
2003
Manuel Brito - Thanked Councilmember Alvarez for her support of the
Pico Lowell Health Fair which was held on June 15th'
CITY COUNCIL COMMENTS
Councilmember Garcia
Announced that Sunday, August 3, 2003 will be Kids Day at the
Santa Ana Stadium; he noted that he is co-chair with the Boys and
Girls Club and he welcomed any donations such as school supplies
for the event.
· Asked staff to update the Council relative to redevelopment funding
· Expressed concern about parking and traffic congestion at the 4th of
July event at Centennial Park
· Stated that the installation of the monument sign for Little Saigon
was a way for the Council to reach out to the community and foster
pride in the City

· Invited Santa Ana residents to an
"Adopt a Park" clean up at
Madison Park on Saturday, July12, 2003
· Reported that the homebuyer event held at Delhi Center on June
21st was very successful and many residents received advice on
financing or refinancing a new home; he also noted that "Blues
Clues Day" at the Santa Ana Zoo on June 25th was a very
enjoyable event for all who attended
· Asked staff to follow up on the complaint relative to banners and
balloons on Harbor Boulevard
Councilmember Christy
· Thanked staff and residents who supported her position relative to
the proposed Sanitation District fee increase and thanked those
residents who came to the District board meeting to express their
opposition to the fee increase
· Asked the Police Department to prepare a presentation on the
process used by the department to deter graffiti vandalism
· Noted that she attended the very successful annual Ride the Coast
event sponsored by the Boys and Girls Club held on June 22, 2003

COMMENTS
Stated that she recently attended an event honoring Brigadier
General David Hicks for his loyal and distinguished service and
accomplishments as the Deputy Chief of Military Chaplains
Councilmember Bist
· Asked the Executive Director of the Public Works Agency to give a
status report on the construction project on Newhope; Mr. Ross
responded that the project is fully funded and scheduled for
September, 2003
· Stated that she was surprised at the number of signs and balloons
on Harbor Boulevard and asked staff to look into this situation
· Encouraged residents to attend the Wilshire Square Summer
concert on July 26, 2003
Councilmember Alvarez
· Stated that she appreciated the comments from the public relative
to the Little Saigon Sign but noted that the sign is not being funded
by City monies but by the Little Saigon business community; she
further noted that the dimensions of the monument are not known
at this time
· Thanked staff for their efforts on the proposed assessment district
Councilmember Franklin
· Noted that there appeared to be more incidents of illegal fireworks
in the City this year on July 4th, and that there was a serious eye
injury to one youth; he asked staff to continue to stress enforcement
of the City's policies related to illegal fireworks
· Noted that he had an opportunity to represent the City Council on a
recent tour of the job center at the depot with the Under Secretary
of Labor
· Asked the City Council to close in memory of Frederick Schrock
who was a resident of Santa Ana for 87 years; Mr. Schrock joined
the First Congregational Church in Santa Ana in 1919, and was
most proud of having been its senior member. Mr. Schrock retired
from the Southern California Edison Company after 35 years of
service and then worked for Calmont Engineering for 10 years.
During World War II he worked making airplane parts and repairing
small appliances

· Announced that the Orange County High School of the Arts
received good news this week in that they had applied for and
received $28 million in Proposition 42 funds
