RESOLUTION 65-136 AUTHORIZING CHA~ ~.,.IZATION ON STREET BET~,:,:~ GARN~BY AND INYRANT STRm~£S AND PROHIBITING PARKING CITY COUNCIL - 336 - September 7, 1965 The Public Works Director stated that the area between Garnsey and Durant Streets was the only section not yet channelized for left turns; that restriction of parkt-g was necessary in or~er to provide a left turn pocket; that until the street is widened, no other solution exists. Vic Silver, owner of property at 407 W. 17th, Mrs. Margaret Zimpleman, owner of property in 500 block on 17th, and Dick Marshall, owner of property in 600 block on 17th, objected to the proposal, with Mr. Silver aa~ Mrs. Zimpleman requesting at least a 3 months delay to allow owners time to widen in or~er to retain parking. The Pla,ming Director discussed with Coumcil a study of off-street parking problems on 17th but stated it cannot be applied until Council makes a determination on the exact location of 17th Street as it will be aligne~l in its ultimate width. -There being no further testimony the hearing was closed. A motion by Councilman Brooks that further rending be waived and Resolution 65-136 be adopted was lost for lack of second, It was moved by Couacilmam Brooks, that action on the resolution be deferred to the meeting of January 3, 1966. At the suggestion of Couacilmam Burk, an~ Councilma~ gerrin, and with the City Attorney's approval, Councilman Brooks re-worded his motion to read that further reading be waived and Resolution 65-1B6 be adopted, withan effective date of January 3, 1966. Lowell, the City CITY COUNCIL - 338 - September 7, 1965 ~amager stated that a stipulatio~ is included to insure that aisles will he open during games to insure access to all areas and buildings. On motion of Councilman Herrim, seconded by Councilman Burk and carried, Council granted request of Santa Ama Jaycees for permission to operate Municipal Stadium parking lot concession for the 1965-66 football season. SIGN ~CROACHNENTS Council discussed agreements regarding encroaching signs with Joe G. a~d Rafaela Salceda regarding sig~ at 906 E. Wash~ton; amd with Federal Sign & Signal, Beneficial Management Corp. amd Eda K. Miller regarding sign at 809 W. 17th. The City Attorney, in answer to Mayor McMichael's questiomef the possibility of clarifying the la-~muage in Section B of encroachment agreements regarding severance damage, replied that this would be possible; but that the present agreements could not be retroactively affected. Councilman Brooks' motion to approve was withdrawn. It was moved by Councilmam Brook~, seconded by Councilman t~Ark that the agremment with Salceda be deferred to September 20, 1965. The motiom carried, with Mayor McMichael voting No. · It was moved by Counc~lma~ Brooks, seconded by CounciLman Markel, that the agreement with Federal Sign & Signal, Beneficial Management Corp. amd Eda K. Miller also be deferred. The motion was carried, with M~yor McMlchael vot~-g No. Councilman Brooks moved that the attorney be instructed to modify the encroachment sign statement in Section B by the next meeting. The motion was lost for lack of a second. CITY COUNCIL - 339 - September 7, 1965 WRITTEN CO~9~JNICATIONS Counc~ lm,n Burk stated that the vice LIQUOR LIC~BE APPLICATIONS amd narcotics division of the Police Department is burdened with over 250 liquor establishments to supervise, that lmcreased personnel will undoubtedly be needed, and this fact shoul~ be remembered at budget time. Mr. Burk reviewed the six grounds for making a protest to the Alcoholic Beverage Control and instructed the Clerk to provide Council with copies of the statements. CITY COUNCIL - 341 - September 7, 1965 The Mayor asked Mr. Howard to inform Mr. Dyes he would be welccme at any Council meeting, the first and third Mondays of each month. EDINGER ST. CONST. The Public Works Director reported he has not worked with Mater Dei High School regarding Baker traffic because of snmmertime; that some No Parking zones have been created to provide better vision; and that no further communication has been had with the protestants in the area. FOP~ & SYST~B The City Manager stated his written report would not be ready until the next meeting but that in it he would recommend a study (preliminary) by Inframatics, Inc. to estimate the amount of information processes and procedures that are adaptable for computer systems and whether or not we are type of agency to go into comprehensive study. It was the City Mamager's belief that because of the tremendous impact of data processing systems, the City would he better off to centralize attention upon the potential of this system as a long-term procedure, as it would effect more changes in organization patterns of City than a~V other new idea or system. Patton. NARBOR DIST. STUDY frc~ the evening agenda. Mrs. Janice Boer, 912 N.~Lowell, r~quested that her invoice for services rendered for investigating the Harbor District be removed Mrs. Boer informed Council of an ordinance before the Orange County Board of Supervisors called the Harbor and Beach Ordinance, which would give the Harbor District the right to control every structure built over in or on the water. Following a general discussion of the District, Mayor McMichael stated that the City is ia no position to take steps until a ruling is received from the Attorney General. Flintridge Drive, invited Coumcil to the Southwest Homeowners' "Thank You" program to be held CITY COUNCIL - 342 - September 7, 1965 CITY MANAGER The City Namager reported that there are thirty taxation agencies in Santa Ann; that all the rates do not apply to the 0ity; amd he mentiomed numerous districts, such as the Mosquito Abatement am& Samitation Districts~ noting that he would be glad to fur~ish information on amy district desired by Councilmen. ~JS SERVICE The City ~amager stated that there were indications that the Samta Ama Bas Cempamy might not be able to contimue its service ia the near future, amd there is a stromg possibility that Samta will he without such service, smd Co~cil will be faced with a decision of whether or not to subsidize the service or operate a municipal transportation facility. PACIFIC & WA~NER The City Manager reported that signalization for the corner of Pacific amd Warner, requested by paremts last year ia amticipation of the new Jefferson School, was not warranted, but that a crossing guard would be on duty. TRAY~.k~S The City Mamager explained the complications caused by comtractor' s failure to have new school ro~ms ready for St. Barbara's Catholic School at McFaddem amd E~clid necessitating the placement of trailers om the school groumds as temporary classrooms for about six weeks. Simce the trailers are ia violation of the Mumicipal Code, and since it would take about six weeks to bring action agaimst the school, or to appear before the Plammimg Commission for a Comditio~al Use Permit, the Manager suggested that the trailers be checked for safety amd permitted to remain in use. The City Attormey stated that according to the new tort liability act, failing to enforce does not place us under liability. The Manager recommended the committee study and develop methods of approach to the School Boards of Elementary School Distrid~ in the City to encourage extension of the School Boy Patrol System, amd offered to prepare a report on the history of the patrol, CITY COUNCIL - B~ - September 7, 1965 its effectiveness, etc. for the c~mmittee. H~JSE D~0LITION The Manager reported that no bids could be obtained on two houses at 1029 and 1023 W. 6th, formerly declared surplus by Council and requested permission to have them demolished. Demolition was authorized on motion of Counc~lm~n ~rooks, seconded by Councilman Burk and carried. SALART INCREASES The Manager stated a report would be submitted to Council asking for action on September 20th for his Awnualwageand salary report which would reccmnnend increases from 2.4~ to 7% imcreases, with an average of about 4.9%. ASS'T. CITY ATTNY. Coumc~lma~ Burk asked for progress report on hiring Assistant Attorney. Mr. Colwell reported top candidate is no longer available. Coumcilma~ Burk asked that the Persomnel Director be at the next meeting to report his activity on the matter, since a deadline of October 1st had been established. Coumcilman Herrin reported on his attendamce at Portlawd Town Affiliatic~ Comference amd stated a writtem report would be sent Coumcilmau Markel cc~pllmented Mr. Herrin on his generosity for not acceptimg City funds but stated he hoped C~umcil would not take it as criteria for future City trips. Mr. Herri~ stated his reason for not accepting reimbursement for this trip was that it was a People-To-People program designed to function at no expense to taxpayer; that where the taxpayer will derive benefit from future trips for other purposes he would be happy to accept reimbursement for expenses.
