HomeMy WebLinkAbout02-17-1966MINUTES OF THE ADJOURNED REGULAR ~EETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA February 17, 1966 The meeting was called to order at 7:20 p.m., in the Council Chamber, 217 N. Main Street. Roll call was answered by Councilmen James Gilmore, Walter Brooks, Davis Burk, Wade Herrin, J. Ogden Markel, Tc~ Mc}4ichael and Mayor Harry H. Harvey. Also in attendance were the City Manager, City Attorney, Planning Staff, and members of the consulting firm of Ruth & Krushkhov, Mr. Kalvin Platt, Dr. Jack Faustman, and Mr. Abraam Krushkhov. Approximately 80 persons were in the audience. The Clerk reported that the Order of Adjournment fro~ the Regular Meeting of February 7, 1966, was posted as required by law, that certificate of posting is on file in the office of the Clerk of the Council, and that publication of the Notice of Hearing on the General Plan had been made in the Santa Aha Register on February 7, 1966. GENERAL PLAN Mayor Harvey opened the hearing on 7# the General Plan proposed for the City of Santa Ana, and introduced Mr. T. W. Jessee, Chairman of the Santa Ana Planning Co~nission, who briefly reviewed the development of the General Plan and its adoption by the Planning Commission. Council heard discussions by Mr. Krushkhov, Mr. Platt, and Dr. Faustman in answer to questions presented by members of the audience. Mr. Tom Sweeney, President of the Chamber of Commerce, Mr. Hal Winter, Manager of the Downtown Santa Ana Association, Mrs. Fern Zimmerman, Representative of the Audubon Society, 205 S. Broadway, Mr. Stanley Hadsell, 2122 W. Kent, President of the Southwest Homeowners Association, Mr. Warren Schmidt, Mr. E. H. Moriarty, former Chairman of the Citizens Committee in Santa Ana, and Mr. Del Michael, ~O5 S. Toland, expressed support of the Plan and urged its adoption. Mrs. Frances Ferris, 1001 N. Parton, presented to the Council the problems which now exist in her area and will increase with high density, such as heavy traffic and parking problems; drainage dips; old cars parked on streets; and speeding on Parton. Douglas Mott, 1806 Linwood, urged revitalizing the area of 2th, Main, Bush and Sycamore. Mr. Joseph Gilmaker, 308 W. 2th Street, requested a clarification regarding the traffic circulation off of 5th and 6th into 4th and expressed concern about a decline in retail sales on 4th Street. Mrs. Janice Boer, 912 N. Lowell and Noel Conway, 1521 E. Catalina, suggested future expansion of the Civic Center to Bristol be considered. Councilman Markel expressed extreme concern about the north/south pattern for traffic, development at the north end of Flower Street, and the objection by the State Highway Department that local citizens use the freeway instead of the city streets. The effect on property owners of establishing future right of way lines was discussed by Councilman Burk. Dr. Ralph Crum, expressed concern about knowing how much the Plan will cost before approval of it. Discussion ensued regarding the flexibility of the General Plan, and possible methods of financing improvements proposed in the Plan. CITY COUNCIL - 262 - February 17, 1966 ADJOURNME~ Following the question and answer period~ on motion of Councilman B~rk, seconded by Councilman Herrin and carried, the hearing was continued to February 21~ 1966 at 7:50 p.mo~ in the Council Chamber~ and the meeting was adjourned at 9:35 p.m. DORIS M.
