Main Street. Roll call was answered by Councilmen James Gilmore, Walter Brooks, Davis Burk, Wade Herrin, J. Ogden Markel, Tam McMichael and Mayor Harry H. Harvey. Also present were Acting City Manager Hcmer Sterling, City Attorney John Colwell, Director of Public Works Ron Wolford, Director of Planning Van Stevens, and Clerk of the Council Doris }4. Brown. APPROVAL OF MINUTES Meeting of April 18, 1966. On motion of Councilman McMichael, seconded by Councilman Herrin and carried, Council approved the Minutes of the Regular Danny Pena, President of the Santa Aha City ~ployees Association, presented honorary membership cards for the Council and the City Manager. B]~ AWARD - On motion of Councilman TRAFFIC SIGNAL EQUIP. McMichael, seconded by Council- ~ / man Herrin and carried, awarding of contract for Traffic Signal Equipment, Spec. 6h3-10 was postponed until the next regular meeting. BID AWARD - On motion of Councilman Herrin, WATER TRANS. PIPE seconded by Councilman Burk ~ and carried, Council ordered filed report of bids received for 2650' 16" Water Transmission Pipe, Spec. ~81-37~ awarded contract to Smith-Scott, Co., Inc., and rejected all other bids. BID AWARD - On motion of Councilman Brooks, PUMPING FACILITIES - seconded by Councilman Herrin WELL 22 and carried, Council ordered ~'~ filed report of bids received for Pumping Facilities, Well 22~ awarded contract to Pylon, Inc., with the condition that the pump to be furnished shall be either U.S. Pump Co. No. 16 MLO or U.S. Pump Co. No. 14 0740, and rejected all other bids. BID AWARD - On motion of Councilman Burk, PROJ. C-133 seconded by Councilman ~ ~ McMichael and carried, Council ordered filed report of bids received for Project C-133, Construction of Museum parking lot, awarded contract to R. J. PARK CITY COUNCIL - 515 - On motion of Councilman Herrin, seconded by Councilman McMichael and carried, Council ordered filed report of bids received May 2, 1966 for Construction of on-site improvements at Northeast Park ~2, Spec. 691-24, awarded contract to Turner Company, and rejected all other bids. BID AWARD - On motion of Councilman Markel, PAVING seconded by Councilman Herrin ? and carried, Council ordered filed report of bids received for paving of parking area, Santiago Creek Bed at Valencia, Spec. 681-1, awarded contract to Hardy and Harper, Inc., and rejected all other bids. Parker and LaVerne Gulley, requested Council defer action until after opening of Edinger to determine its effect in terms of traffic flow onto the Newport Freeway. Mr. George Ewing, 1510 S. Main, requested Council reconsider this channelization and felt more time should be given to property owners to attempt to establish alternative parking. AMBULANCE SERVICE On motion of Councilman Gilmore, seconded by Councilman Herrin and carried, Council ordered filed Orange County League of Cities Committee Report on ambulance service, noting they were in substantial agreement with the Committee recomm~endation. CIT~ATTORNEY RESIGNATION On motion of Councilman Markel, seconded by Councilman Herrin and carried, Council accepted letter of resignation of City Attorney John K. Colwell, effective Jane 30, 1966, and expressed good wishes and appreciation for his long years of service. RECESS At 3:35 p.m., a 10 minute recess was declared. The meeting was resumed at 3:52 p.m., with all Councilmen present. WASHINGTON & BROADWAY PROP. Mr. Conrad Schultz, 1611 N. Flower, presented to Council for consideration CITY COUNCIL - 520 - May 2, 1966 the possibility of the purchase by the City of property located on northeast corner of intersection of Washington and Broadway. It was moved by Councilman Burk, seconded by Councilman Gilmore and carried, that the matter be referred to the Staff for study and report back to Council at next meeting. DOWNTOWN PARKING DIST. On motion of CounciLman Burk, /? seconded by Councilman Markel and carried, Council ordered filed report from the Committee of Downtown Property Owners bated March ~, 1966. S. MAIN RAMPS Councilman Markel reported that ~ the Highway Commission received a staff reco~nendation for denial of Santa Ana's request for off and on ramps to connect South Main to the Newport and San Diego Freeways, but had granted his request for a postponement of decision. RECESS At 4:10 p.m., the meeting recessed until 7:30 p.m. At 7:30 p.m., the meeting reconvened with all Councilmen present. After the pledge of allegiance to the flag, the Invocation was delivered by The Reverend Ralph R. King, Johnson Chapel Methodist Church. City Manager Carl J. Thornton was present at the evening session. COMMENDATION A certificate of ccmm~endation was ~& presented byMayor Harvey to Harry W. Jones~ Parks Department employee, for saving the life of a 4 year old child who had fallen into a swimming pool on April 21, 1966. HEARING - Hearing was opened on Amendment AA 588 - DUHART Application 588 filed by Ruth M. ~ DuHart proposing the amendment of Sectional District Map 8-5-9 by reclassifying from the R i to the C 5 district property on the south side of 17th between Linwood and Concord. Planning Commission Resolution 5777 recon~nended approval of Exhibit B which would reclassify to the C 5 and R i B districts. The Clerk reported that notice of the hearing was published in The Register, with affidavit of publication on file, and no communications received. There being no response to the Mayor's call for testimony, the hearing was closed. It was moved by Councilman Burk, seconded by Councilman Herrin and carried, that Council approve the reclassification and instruct the City Attorney to prepare an amending ordinance according to Exhibit B. HEARING - Hearing was opened on Amendment AA 589 - LOWEEY Application 589 filed by Kenneth il Lowery proposing the amendment of Sectional District Map 23-5-10 by reclassifying from the R 2 to C 5 district property on the south side of Edinger between Greenville and Fairview. Planning Commission Resolution 5778 recommended approval. The Clerk reported notice of hearing was published in The Register, with affidavit of publication on file, and no con~nunications received. There being no response to the Mayor's call for testimony, the hearing was closed. It was moved by Councilman Burk, seconded by Councilman McMichael and carried, that Council approve the reclassification and instruct the City Attorney to prepare an amending ordinance according to Exhibit A. CITY COUNCIL - 521 - May 2, 1966 TAXI OPERATOR'S Hearing was opened on appeal filed LICENSE by Robert E. Cooper from Chief ~ of Police's refusal to issue a permit tocperate a taxicab. The Clerk reported that notice was mailed to the appellant and Chief of Police in accordance with the Municipal Code. It was moved by Councilman McMichael~ seconded by CounciLman Markel and carried, that appeal be denied. ALIGNMENT ~ Reg Wood, Real Estate Consultant, EDINGER & GATES presented alternate plans for ~.: the intersection of Edinger and Gates and requested Council not to approve Fotmtain Valley's plans. Mr. Wayne Osborn, Engineer from Fountain Valley, requested Gates be closed for reasons of traffic safety. Mr. Stan Hadsell, representing the Southwest Homeowners Association, expressed support for the plans of the two cities. It was moved by Councilman B~ooks, seconded by Councilman Burk and carried, that Council adopt the proposal of the City of Fountain Valley as recon~nended by the Director of Public Works Ron Wolford. PARCEL MAP 459 It was moved by Councilman Burk, ~' seconded by Councilman Markel and carried, that Council approve subject to conditions in Planning Director's report dated 4-25-66 Tentative Parcel Map ~59 filed by C.A.L. & M. Properties creating 4 parcels south of Central, east of Birch. Report 19-66 regarding 5,285.51 sq. ft. parcel at 1903 W. 8th, recommending Council declare surplu% of valueonly to adjacent property owmer because of irregular shape, and authorize negotiated sale to adjacent owner. FINAL MAP TRACT 6144 It was moved by Councilman Markel, 3~ seconded by Councilman Herrin and carried, that Council approve Final Map Tract 61~4 filed by Parkwood Hcmes creating 50 lots at Avalon Avenue and Wright Street, accept the dedications thereon, and authorize execution of subdivision agreement. SOLICITATION CITY COUNCIL - 522 - On motion of Councilman Burk, seconded by Councilm-u Herrin and carried, Council approved application from Jemma Lee Arrington, First May 2, 1966 Church of God to sell candy bars May 14 - June 4, proceeds to benefit Summer Church Camp. MAYOR'S & COUNCILMEN'S On motion of Councilman Brooks, INSTITUTE - MAY 22 - 25, '66 seconded by Councilman Burk and carried, the attendance of Councilmen at Ninth Biennial Institute for Mayors and Councilmen being held in Monterey, May 22 - 25, 1966, was approved at City expense. SALARY INCREASES It was moved by CounciLman Burk, seconded by Councilman Herrin and carried, that Council approve Manager's report dated ~-26-66 recommending salary increases for meritorious service. OVERWIDTH DRIVEWAYS On motion of Councilman Brooks, seconded by Councilman Burkand carried, Council authorized overwidth driveways for: (a) South side of Alton opposite the end of Kilson to serve 3 industrial buildings. (b) Santa Ana College on Bristol. ADJOURNMENT There being no further business to come before the Council~ the meeting adjourned at 8:25 p.m. DORIS M.
