Joe Long, President of Lemar Corporation, and N~. Tom Job-~ton, Attorney represent~-g L~m~ Corporation, stated that they felt an honest mistake had been' made in their hid which would be classified as a clerical error rendering their firm incapable of realizing a profit. The opinion of the City Attorney was that an honest mistake had been made in the figures and since notice was given in a timely fashion before the awarding of the bid, the Courts would sustain the bidder. On motion of Councilman Burk, seconded by Councilman Herrin and carried, Council approved the withdrawal of the Lcmar Corporation bid. On motion of Councilman NcMichael, seconded by Councilman Brooks an~ carried, Council authorized that bids for Storm Drains, Projects D-5}$ an~ D-~8 be re-advertised, with changes to be made in alternatives, opening date June 1}$, 1966. Gardner, owner of property on South Main Street, spoke to Council regarding the hearing before the State Highway C~ission and requested an expression from Council on progress in secaring freeway on and off ramps on South Main and adequate signing for traffic north bound on the Newport Freeway through the MacArthur inter-change. CounciLman Herrin suggested c~---,nication be sent to Highway C~m""ission proposing signs designating Santa Aha approaching from Riverside° Council advised Mr. Gardner the matter of South Main on and off ramps had been postponed to a future Highway Commission agenda at the request of Councilman Markelo ORAL C(~$~NICATIONS A spokesman from the "Never on Friday" Club asked Council consideration of the opening of a clubhouse in NorthMainFashion Shopping area. The Mayor crowned Miss Lezlie Brooks as Miss Hibiscus. E~CHANGE STUDENT Mayor Harvey presented a Key to the City to Aha Maria Garcia, exchange student from Mar del Plata, Argentina, attending Valley Senior High School. Miss Garcia presented Mayor Harvey with a book from the Mayor of Mar del Plata, Argentina. CITY COUNCIL - 530 - Nay 16, 1966 HEARinG - Hearing was opened on proposed CR ZOnE Amendment t° Zoning Ordinance add~n~ a new Commercial-Residential Zoning District. The Clerk reported that notice of hearing was publishe~ in The Register and no written c~nications h~i been received. The PI~t~E Director explained that the proposed amendment is an attempt to mintmfme conflicts in strip cnmmercial development. There beiug no further testimony, the hearing was closed. It was moved by Couucilma~ Gilmore, seconded by Councilman Brooks and carried, that Council approve the proposed precise alignment of Dyer Road between Pul 1man and Re&hill as shown in Precise Plan ~16 and instruct the City Attorney to prepare an appropriate resolution. TE~T. PARCEL MAP ~53 M~r. Ted J. Moriarty, 1085 N. Harbor, Anaheim, spoke to Council regarding Tentative Nap 45B to appeal conditions approved by Coumcil om Narch 21, 1966, statimg he had not received notice of the meeting before Commcil. The pla~n~r~ Director state~ that notice had been mailed and there were no unusual conditions imposed upom this map when approve~. ~r. Noriarty stated that in 196~ dedication was made of 45 feet total from the center line, the escrow was closed and service station built; he felt that an additional five feet would ruin the operation. The Public Works Director said that since the service station was originally ~eveloped the General Plan requires 100 feet instead of 90 feet which means 5 more feet om either side, and dedication is a condition of a lot split. Ne also etate~ no pumps will have to be m~ved from the service statiom, and if they were the City would have to move them. Nr. ~t~by M,~tllip, 1085 N. HarBor, Anaheim, concurred with the viewpoint expressed by ~r. Moriarty inasmuch as this action would necessitate the pump islands being only five feet from public right of way. The motion was lost for lack of a second. MAIN ON & OFF RAMPS Councilman NcMichael questioned ~-~ whether Council should ask that various organizations such as the Chamber of Cc~merce be asked to take a stand before the State Highway Commission on the matter of on and off ramps on South Main o Councilman Markel felt that headway had been made in getting the State to continue the matter. Mayor ~ar~y suggested a chain of letters be instigated with copies to the State Highway Commission reflecting the continuing concern of the City of Santa Aha.
