The City Manager presented to Council a plan whereby $100~ 000 could be added to the Select Street System fund for the development of First amd Main inter- section without tra~ sferring money from the Northeast Park ~l fund as prop6sed by Council July l~th~ It was moved by Councigma~ McMlchael~ seconded by Councilmau B~ooks~ that action taken July 15~ 1966 to transfer $100~000 allocated for Northeast Park ~l to the Select Street System fund f~r development of First and Main Iater~ section be rescinded~ Councilman Bark suggested that the July 15th action remain and the additional money presented es available by the Manager be added tO the First Street project° Councilman Gilmore noted the $1009000 would not maws a significant improvement but rather would be for hardship cases in the procurement of right of way. The motion carried with Councilman Burk voting C~uncil reaffirmed its position stated July 15th that a~ditic~al costs on First Street over and above those visualized by ~evelopment of one i~tersec~ tion and purchase of properties dec"~ared by Council as hardship cases shall he accomplished by borrowing from the Parking Meter Reserve ~ since it ie impossible to firmly establish the project in any one year° Co~acilman McNichael suggested allocation of $2~000 for signs for Bowers MaS.~o The City M~nager stated that up to $5~000 coui~l be made available for this purpose if agreement is reached on type of sign without amendment of budget at this time. NORTON VS SANTA ANA ' / 2 ' The City Attoraey apprised Council of the fact that the Superior Court in a decision on Norton vs Santa Aha, apparently misconstrued Section 1008. of the Charter and placed a constriction which limits the Persc~uel Board to the same dieciplina~y action as available to Department Neads~ and suggested this decision he appealed to the District Court of Appeals. Mr. Crozier described the difference between do- mesticated and wild antmals~ noting that the average individual knows very little about the wild a~tw~l; that at this time they are very easy to get into the country; that as the wild a~m~l starts to mature, it reverts to its ~atural instincts and may even turn on the o~ner who has raised him. He called attentio~ to the City's bef=g responsible for the welfare and safety of its citizens and suggeated that such an ordinance prohibit any wild animals within the limits of the City excluding the usual domesticated pets, such as dogs, cats, parakeets~ etc.; however~ if wild animals are to be allowed, that the definition be general rather than specific and include such wording as wild ~ls, ~-~ls, birds and rept~les; that an application and permit procedure ~ e established calling for inspection by an expert of caging facilities and that at no time should the animal be permitted out of the cage. Mr. Crozier cited the Pomona and Culver City ordinances as befn~ good ordinances. He offered to review any redraft of the ordinance and ms~e written reccmmendations. He sug- gested that the City Council might consider areas that would be excluded from the keeping of any amtmmls except dogs and cats, noting that he ~ersonally would not permit wild a=fm~ls in residential areas.
