salaries a~ recommended two minor
changes for Cement Finisher and Tree
F~r~. Councilman Gilmore stated he ha~ no objection to the schedule;
that the policy of salary adjustment is complicate~ and suggested Council
give more time to the stady of itc Ne also suggested the policy be
recommended to Council by way of the Personnel Boara~ since it is a
policy Jt~lgment amd ~ot am a~aimistrative Judgment. It was suggested
hy Councllma~ Gilmore that in the future the City Coumcil migh$ establish

a policy which would refer this problem to aa adwisory board or body who
woul~ give Council the benefit of a considerable a~ouut of time° The
City Manager expressed the opinion that he did not think it would be
fair to ask the B~ar~ to take ou a technical analysis of a highly compli-
cated area.
Cotmcilman Burk suggeste~ ~ro Gilmore present a vritten recommendation
to the City Council as to the areas where he believes the Personnel
Board cs~ be more effective, without overriding the Charter.
Mr. Ralph de Sim~ue, representi~ the Santa A~a E~pleyees Association,
expressed approval of the recommendations presente~l by the City )~anager.
Councilman' Markel suggested the wages be a~Justed to the cost of living.
Councilman Burk ex~ressed coacer~ about the role of the Police Officer,
stat~E he thOUght this was aa area where the City has the most diffi~
culty in~ obtai~-~ qualified people, and reco~eucle~ c~sideration of
an a~lditic~al increase in the Police classifications. The City ~anager
stated ~ta A~'s wa~e seheclule w~s amo~ the top six or seven citie~
in the State. Councilman Gilmore's opinion was that this illustrated
the necessity for further stu~ by the Personnel Boar~ as it is a

GUAP~NTY CHEVROLET request of Mr. Gene Westmyer, 622
E. 20th, recommended to Council
that the matter of violation of variance granted to Guaranty Chevrolet
be turned over to the City Attorney. On motion of Councilman Burk,
seconded by Councl~m-n McMichael and carried, Council directed the City
Attorney to direct a letter to Guaranty Chevrolet requesting compliance
with conditions of variance within a designated period of time.
