The meeting .~as called to order at 2:~ P.Mo~ in the Council Chamber~ 217
N. Main Street. Roll call was ansvered by Councilmen James Gilmore~ Walter
Brooks~ Davis Burk~ Wade Herrin~ J. Ogden Markel and Mayor Harry ~. Narvey.
cOUncilman Tom ~c~lchael was absent. Also present were City Manager Carl J.

CLOSING PARTON STREET seconded by Councilman Herrin, that
the City Council not adopt Resolution
66-132 closing Parton Street between
Walnut and Pine Streets. The members of the City Council discussed this
proposal at length with Dr. Miller and Mr. Stone, of the School District,
the City M~uager~ the Director of Public Works and the Fire Chief. Dr.
Miller noted that the purpose of the request is to allow the crossing of
900 students two times each day and he passed out to the City Council a
diagram showing how the street would be closed and signs to be installed.
A substitute motion by Councilman Markel, that the matter be postponed to
the next Council Meeting and referred to the Staff for notification of
people in the area~ was seconded by Councilman Herrin and carried.

gested there may be a study needed with respect to better personnel
practices~ but asked that the City Comncil and the Personnel Board consider

FAIRNAV~ - GLASSELL ~ In response to the Council's request
1NTK~SECTION for a re-survey of the intersection
of Fairhaven ~ Glassell and its rating
on the priority list for traffic signals,
the Public Works Director reporte~ that the intersection does not quite meet
the warrants, but is very close; that there are six other intersections in
the City which do meet the warrants, four of which are very close to the
Fairhaven - Glassell intersection in priority, but that, with the opening
of the Freeway in April, this intersection will have a strong warrant.
Richard Namblin requested that either a SCHOOL, SLOW or PEDESTRIAN CROSSING
sign be placed on old Grand as it appr~ches the school. The Public Works
Director noted that this is a STOP intersection, with a STOP A~EAD a~d a
ST~P sign there already amd that there is no standar~ sign that says SD~W.
