same level when s~bdivision activity is deW~o The City ~M--ager stated there w~uld
be two or three major subdivisio~s coming before the Council within the next few
weeks; that c~ercial and in~ustrial construction is about the same as a year
ago, but residential buildiag has decliae~. He recommended ke~piag a trained
staff as they will probably Be needed in a very short time, and it will be dif-
ficult to replace them; in the meantime, these men are catahing up in situations
that needed it.
Council~ Brooks remarked that he was in agreement with the City Manager and
he th~W~ the Bu~tldi~g Deps~T~memt is r~u very efficiently° Mayor Harvey spoke
of the m~y people who are coming into this area, requiring more homes to be
built, amd a good look shoul~ be taken at the situation before the City loses
go~, trained employees. Ce~ncilmam Burk stated that Councilman Narkel had
bromght this issue up in July, and as of now, the work doesn't seem to have
picked up except in enforcing residential v~olations; he thinks Councilman
Markel has a very goo~ point.
Proposed purchase of the Greenville Fire Station for use as a bramch library
(to house the collection of books from the closed Lathrop School bramch) was
discussed at length. Co%uucilman McNlchael felt the purchase of a brauch
library woul~ set precedent for similar requests from residents of other sections,
suggesting that the outcome of the bon~l election woul~l have a bearing on his de-
cision to provide funds for this rose. The N~-ager remf-ded the Council this was
to replace a facility used in the area for years o

The developers stated that they concurred with the Planning Commtesion's recom-

church and youth center at 1708 W. Ns~-ger. T~e Clerk reported that notice
of hearing had been mailed to a~lJacent proper~y owaers on February 1~ with
evidence on file, amd that one ccamauaication ha~ been received from Charles
Schneider, 1808 W. E~lnger, objecting to an~ change in street plans which
would landlock a portion of his property.
Don Christeusen, 1517 East 17th Street, Chairman, Salvation Army Advisory
Board, explained they are appealing the requirement for the extension of
Stamford Street east a~ west, hisect~g their property; they concur with the
extension of Pomona Street; am~ suggested a~ alternate street plato to the ex-
tension of St~ford, whereby they would offer 30 feet lone-half of a 60 foot
street) to provide a north/south outlet to Ed~ngero Charles Schneider, 180~ Wo
Edinger, stated he ~as in favor of the application amd the alternate street plato
which would still provide access to his property.
Mr. amd Mrs. Antony Norovich, of Corona, owners of adjacent property to the
west, opposed the alternate plato which wonld require a dedication of their
property for the street going to Edinger in addition to Stanford dedication°
The value of having the resultamt corner property was discussed.
Bill Wemke, Chairmam of Property Division, Salvation Army, speaking im response
~o Coumcilmam ~cNichael'$ suggestion that 48 feet be dedicated by Salvation
Army a~ 12 feet by N~. Norovich for the north/south street, stated it would
leave 150 feet required for development by Salvation Army, but that if the
north/south street is not developed, Mr. Norovich would still need a 20 foot
mlmimmm driveway to accommodate his property from Stamford. There beimg no
further testimony, the hearing was closed.
It was moved ~y Cou~ci~w~n Rrooks, seconded by Councilmau Herrim~ that the
appeal be gramted and the conditions of the Planning C...--.tssion's approval be
modified to all~* the alternate street pla~ providing a north/south street to
Edgier rather than the extension of Stanford, and requiring dedication of 40
feet from the westerly porti~ of applicant's proper~y for this purpose.
Couacilm~u Narkel requested postponement to the next meeting to be sure owner
to the east was notified. The plannt~g Director assured Council all properties
to the east would have access to Stamford Street and that ia addition to legal
notice of hearing, there ha~ been notice of a meeting to discuss alternate street
plans. Coancilman B~rk remarked that the motion would require equal dedications
from the Salvation Army ar~ Mr. Norovich and suggested the Salvation Army dedi-
cate at least ~5 feet for the north/south street.
The motion to grant the appeal and modify the conditions was adopted on roll
call vote:

the condition requiring street lights to City standard on Parcel Map 491, was
presented. Mr. Tubbs explained at the time of consideration of the Parcel Map,
he was in the hospital and was not represented at the meeting. Council discussed
subcLivision requirements set ~ut in the )~unicipal Code, for which waiver is not
provided. Councilman B~rk objected to the sidewalk requirement inasmuch as there
is attractive landscaping there.
